1. In accordance with the guidelines under Article 7 [and Article 5, paragraph 2], each Party included in Annex I shall incorporate in its annual inventory of anthropogenic emissions by sources and removals by sinks, the following information:

5.1 Reaffirming the need for a comprehensive approach in addressing climate change, to include all relevant greenhouse gases in all economic sectors (supply and demand) by sources and removals by sinks, mitigation as well as adaption to climate change,

(a) Have in place, by the time a report is submitted pursuant to paragraph 6 below and thereafter, a national system for the estimation of anthropogenic emissions by sources and removals by sinks of all greenhouse gases not controlled by the Montreal Protocol, in accordance with Article 5, paragraph 1, and the requirements in the guidelines decided thereunder;

(b) National inventory data on emissions by sources and removals by sinks for 1990 (update), 1991, 1992, 1993 and, where available, 1994, by 15 January 1996 and to provide annual updates of this information, including data for subsequent years, by 15 January of each year thereafter;

21. Recalling that the Berlin Mandate (see FCCC/CP/1995/7/Add.1, decision 1/CP.1) is to be guided by " coverage of all greenhouse gases, their emissions by sources and removals by sinks and all relevant sectors " , the AGBM must take a decision on the treatment of different greenhouse gas sources and sinks within QELROs. The following options have been presented:
١٢ - باﻹشارة إلى أن الولاية المعتمدة في برلين )المقرر ١/م أ-١ من الوثيقة FCCC/CP/1995/7/Add.1( ستسترشد بما يلي: " تغطية جميع غازات الدفيئة، وانبعاثاتها بحسب المصادر وعمليات إزالتها بواسطة المصارف وجميع القطاعات ذات الصلة " يجب أن يتخذ الفريق المخصص قراراً بشأن معالجة مختلف مصادر غازات الدفيئة وإزالتها بواسطة المصارف في إطار اﻷهداف الكمية لتحديد وخفض الانبعاثات، وقُدﱢمت الخيارات التالية:

(d) Promote and guide, in accordance with the objective of the Convention and the provisions of this Protocol, the development and periodic refinement of comparable methodologies, to be agreed on by the Meeting of the Parties, inter alia, for preparing inventories of greenhouse gas emissions by sources and removals by sinks, and for evaluating the effectiveness of measures to limit the emissions and enhance the removals of these gases;
