In addition, the Office developed a thematic programme on crime prevention and criminal justice reform for the period 2009-2011 and included crime prevention and criminal justice components in all the regional programmes it developed.

The UNODC thematic programme on crime prevention and criminal justice reform, which is one of the five thematic programmes of UNODC, focuses particularly on assisting Member States in developing, using and applying the standards and norms.
2- ويركِّز برنامج المكتب المواضيعي المعني بمنع الجريمة وإصلاح نظم العدالة الجنائية التابع للمكتب، وهو أحد البرامج المواضيعية الخمسة للمكتب،() أكثر ما يركز على مساعدة الدول الأعضاء في وضع المعايير والقواعد واستخدامها وتطبيقها.

(a) Requesting States have developed and implemented crime prevention and criminal justice reform initiatives, including strategies, action plans and measures;
(أ) قيام الدول التي تطلب المساعدة باستحداث مبادرات في مجال منع الجريمة وإصلاح نظم العدالة الجنائية تشمل وضع استراتيجيات وخطط عمل وتدابير تنفيذية، وقيامها بتنفيذ تلك المبادرات؛

19. Encouraging Member States to place crime prevention and criminal justice reform policy at the forefront of national priorities, taking advantage of evidence-based good practices and using a preventive and restorative approach;
19- أن تشجع الدول الأعضاء على وضع السياسات المتعلقة بمنع الجريمة وإصلاح نظم العدالة الجنائية في طليعة الأولويات الوطنية، مع الاستفادة من الممارسات الجيدة القائمة على الشواهد العملية واتباع نهج يقوم على الوقاية والعدالة التصالحية؛

The thematic programme comprises the mandates of UNODC to assist countries in developing new instruments, strategies, policies and programmes for crime prevention and criminal justice reform and includes the tools and services that UNODC can provide to State and non-State actors, namely, advocacy, research, legislative and legal support, norm-setting and technical assistance.

The Regional Programme on Drug Control, Crime Prevention and criminal justice reform in the Arab States (2011-2015), the Regional Programme for West Africa (2010-2014), and the thematic programme on Crime Prevention and criminal justice reform were introduced at the meetings held on 18 February and 1 March 2011.
وفي الاجتماعين المعقودين في 18 شباط/فبراير و1 آذار/مارس 2011، قدّم عرض للبرنامج الإقليمي لمراقبة المخدّرات ومنع الجريمة وإصلاح نظم العدالة الجنائية في الدول العربية (2011-2015) والبرنامج الإقليمي لغرب أفريقيا (2010-2014) والبرنامج المواضيعي المتعلق بمنع الجريمة وإصلاح نظم العدالة الجنائية.

Some speakers noted that there was a need to ensure that areas of synergy were established within UNODC to deal with cross-cutting issues of counter-terrorism and other relevant substantive areas of the Office's mandated work, such as money-laundering, transnational organized crime, drug trafficking, corruption and criminal justice reform.
وأشار بعض المتكلمين إلى ضرورة تحديد مجالات التضافر داخل مكتب المخدرات والجريمة من أجل معالجة مسائل مكافحة الإرهاب المتعددة القطاعات وغيرها من المجالات الموضوعية ذات الصلة في إطار العمل المسند إلى المكتب، مثل غسل الأموال والجريمة المنظمة عبر الوطنية والاتجار بالمخدرات والفساد وإصلاح نظم العدالة الجنائية.

At the meeting of the working group held on 20 February 2012, a representative of the secretariat made a presentation on the ongoing implementation of the Regional Programme on Drug Control, Crime Prevention and criminal justice reform in the Arab States 2011-2015 and briefed the working group on the measures taken by the United Nations Office on Drugs and Crime (UNODC) in the context of changes in the region.
2- وفي اجتماع الفريق العامل المعقود في 20 شباط/فبراير 2012، قدَّم ممثل عن الأمانة عرضاً إيضاحياً للعمل الجاري حالياً لتنفيذ البرنامج الإقليمي لمراقبة المخدِّرات ومنع الجريمة وإصلاح نظم العدالة الجنائية في الدول العربية للفترة 2011-2015، وأَطلع الفريق العامل على التدابير التي اتخذها مكتب الأمم المتحدة المعني بالمخدِّرات والجريمة (اختصاراً: المكتب) في سياق التغيرات التي تشهدها المنطقة.

The thematic programme is also implemented through a global project on crime prevention and criminal justice. Both the thematic programme and the global project on crime prevention and criminal justice reform were revised substantially during the reporting period and cover the period 2012-2015, based on the strategy for the period 2012-2015 for UNODC and the United Nations strategic framework for the period 2012-2013.
وينفَّذ البرنامج المواضيعي أيضا من خلال مشروع عالمي بشأن منع الجريمة والعدالة الجنائية.() وأدخلت تنقيحات جوهرية على كلٍّ من البرنامج المواضيعي والمشروع العالمي المعني بمنع الجريمة وإصلاح نظم العدالة الجنائية خلال الفترة المشمولة بالتقرير، وهما يشملان الفترة 2012-2015، وذلك استناداً إلى استراتيجية المكتب للفترة 2012-2015 وإلى الإطار الاستراتيجي للأمم المتحدة للفترة 2012-2013.

In 2011, UNODC and UNDP held a third meeting on how to implement their memorandum of understanding covering cooperation on anti-corruption, criminal justice reform and rule of law.
52- وفي عام 2011، عقد المكتب وبرنامج الأمم المتحدة الإنمائي اجتماعاً ثالثاً بشأن كيفية تنفيذ مذكرة التفاهم المبرمة بينهما والتي تشمل التعاون في مجالات مكافحة الفساد وإصلاح نظم العدالة الجنائية وسيادة القانون.

In 2010 - 2011, UNODC, through its expanding field office network and its headquarters, supported 50 Member States in establishing effective, fair and humane crime prevention policies, strategies and programmes and reforming criminal justice systems based on the rule of law and in line with the international human rights standards.
13- وفي 2010-2011، قدَّم مكتب الأمم المتحدة المعني بالمخدِّرات والجريمة، عن طريق شبكة المكاتب الميدانية المتطورة ومقرّه الرئيسي، الدعم ل50 دولة عضواً فيما يتعلَّق بوضع سياسات واستراتيجيات وبرامج فعّالة وعادلة وإنسانية لمنع الجريمة، وإصلاح نظم العدالة الجنائية استناداً إلى سيادة القانون وتمشياً مع المعايير الدولية لحقوق الإنسان.
