Human Rights Advocates indicated that in addition to appointing an independent expert, the Commission should continue to disseminate widely the various reports on the question of impunity and the principles and guidelines on the right to restitution, compensation and rehabilitation for victims of gross violations of human rights and fundamental freedoms.

1. Basic principles and guidelines concerning the right to restitution, compensation and rehabilitation for victims of gross violations of human rights and fundamental freedoms:
١- المبادئ اﻷساسية والخطوط التوجيهية بشأن الحق في الاسترداد والتعويض وإعادة التأهيل لضحايا الانتهاكات الجسيمة لحقوق اﻹنسان والحريات اﻷساسية:

The Inter-American Commission on Human Rights is convinced that the subject of the study by Mr. Theo van Boven concerning the right to restitution, compensation and rehabilitation for victims of gross violations of human rights and fundamental freedoms is a growth area in the field of the international law of human rights and that this study will prove very useful.
إن لجنة البلدان اﻷمريكية لحقوق اﻹنسان على اقتناع بأن موضوع دراسة السيد ثيو فان بوفن بشأن الحق في الاسترداد والتعويض وإعادة التأهيل لضحايا الانتهاكات الجسيمة لحقوق اﻹنسان والحريات اﻷساسية يشكــل مجالاً للنمو في ميدان القانون الدولي لحقوق اﻹنسان، وأنه سيثبت أن هذه الدراسة لها فائدة جمة.

(iv) The Special Rapporteur on the right to restitution, compensation and rehabilitation for victims of gross violations of human rights, Mr. Theo van Boven, stated that more systematic attention should be given at both the national and international levels to the implementation of the right to reparation for victims of gross violations of human rights and humanitarian norms.
`٤` ذكر المقرر الخاص المعني بالحق في الاسترداد والتعويض وإعادة التأهيل لضحايا الانتهاكات الجسيمة لحقوق اﻹنسان والحريات اﻷساسية السيد ثيو فان بوفن أنه يجب التشديد بمزيد من الانتظام على إعمال حق ضحايا انتهاكات حقوق الانسان الجسيمة والمعايير الانسانية في الجبر، وذلك على الصعيدين الوطني والدولي.

60. In its resolution 1995/34, the Commission requested States to provide information to the Secretary-General about legislation already adopted, as well as that in the process of being adopted, relating to restitution, compensation and rehabilitation for victims of grave violations of human rights and fundamental freedoms.
٠٦- رجت اللجنة من الدول، في قرارها ٥٩٩١/٤٣، أن توفر لﻷمين العام المعلومات بشأن التشريعات المعتمدة لديها فعلاً وكذلك التشريعات التي تجري عملية اعتمادها في صدد الاسترداد والتعويض وإعادة التأهيل لضحايا الانتهاكات الجسيمة لحقوق اﻹنسان والحريات اﻷساسية.

6. Following the adoption of the agenda, the working group decided to invite Mr. Theo van Boven, former Special Rapporteur of the Sub-Commission on the right to restitution, compensation and rehabilitation for victims of gross violations of human rights, to participate in the discussion on the agenda item relating to basic principles and guidelines on the right to reparation.
٦- وعقب إقرار جدول اﻷعمال، قرر الفريق العامل دعوة السيد ثيو فان بوفن، المقرر الخاص السابق للجنة الفرعية المعني بالحق في الاسترداد والتعويض وإعادة التأهيل لضحايا الانتهاكات الجسيمة لحقوق الانسان، للمشاركة في مناقشة بند جدول اﻷعمال المتعلق بالمبادئ اﻷساسية والخطوط التوجيهية الخاصة بالحق في الجبر.

The Special Rapporteur of the Sub-Commission on the right to restitution, compensation and rehabilitation for victims of gross violations of human rights and fundamental freedoms, Mr. Theo van Boven, noted in his study that forms of reparations included restitution, compensation, and rehabilitation.
٤٧- إن المقرر الخاص للجنة الفرعية المعنية بالحق في الاسترداد والتعويض وإعادة التأهيل لضحايا الانتهاكات الجسيمة لحقوق اﻹنسان والحريات اﻷساسية، السيد ثيو فان بوفِن، قد لاحظ في دراسته أن أشكال الجبر تشمل الاسترداد والتعويض وإعادة التأهيل.

Considering that the question of restitution, compensation and rehabilitation of victims of grave violations of human rights and fundamental freedoms has received insufficient attention and should be addressed in a more systematic and thorough way at the national and international levels,
وإذ ترى أن مسألة الحق في الاسترداد والتعويض وإعادة التأهيل لضحايا الانتهاكات الجسيمة لحقوق اﻹنسان والحقوق اﻷساسية لم تحظ بالاهتمام الكافي وأنه ينبغي معالجتها بمزيد من المنهجية والشمول على الصعيدين الدولي والوطني،

1. Calls upon the international community to give increased attention to the right to restitution, compensation and rehabilitation of victims of grave violations of human rights and fundamental freedoms;
١- تطالب المجتمع الدولي بإيلاء اهتمام متزايد للحق في الاسترداد والتعويض وإعادة التأهيل لضحايا الانتهاكات الجسيمة لحقوق اﻹنسان والحريات اﻷساسية؛

One-stop crisis centres have been established in several hospitals in Thailand to provide counselling, legal assistance, treatment and support for recovery and rehabilitation to victims of all forms of violence against women.
