Taking note that the objective of the Strategic Approach to International Chemicals Management is that by 2020 chemicals are used and produced in ways that lead to the minimization of significant adverse effects on human health and the environment, and that further action might need to be taken beyond that date to work towards enhancing the implementation of that objective at the global, regional and, in particular, national levels,

(e) Appropriately to apply the precautionary approach, as set out in Principle 15 of the Rio Declaration on Environment and Development, while aiming to achieve that chemicals are used and produced in ways that lead to the minimization of significant adverse effects on human health and the environment;

ولاحظ أن المؤتمر يواجه قضايا كثيرة ولكنه حثّ الممثلين على السعي لتحقيق الهدف الذي وضعه مؤتمر القمة العالمي المعني بالتنمية المستدامة الذي عُقِد في جوهانسبرغ بجنوب أفريقيا من 26 آب/أغسطس إلى 4 أيلول/سبتمبر 2002، ويتمثَّل هذا الهدف في أن يتم بحلول عام 2020 استخدام المواد الكيميائية وإنتاجها بطرق تؤدّي إلى تدنية الآثار الضارة الكبيرة على صحة الإنسان والبيئة.

Corresponding to the target adopted by the World Summit on Sustainable Development in 2002, the Strategic Approach has as its overall objective the achievement of the sound management of chemicals throughout their life cycle so that, by 2020, chemicals are used and produced in ways that lead to the minimization of significant adverse effects on human health and the environment.

At the Earth Summit, Member States also adopted an ambitious policy goal for managing chemicals, reiterated at the World Summit on Sustainable Development, held in Johannesburg, South Africa, in 2002, with the goal of achieving by 2020 that chemicals are used and produced in ways that lead to the minimization of significant adverse effects on human health and the environment.
4 - وفي قمة الأرض، اعتمدت الدول الأعضاء أيضاً هدفاً طموحاً في مجال السياسات بشأن إدارة المواد الكيميائية، أعاد التأكيد عليه مؤتمر القمة العالمي للتنمية المستدامة الذي انعقد في جوهانسبرج، جنوب أفريقيا في عام 2002 بغية أن يتم، بحلول عام 2020، استخدام المواد الكيميائية وإنتاجها بطرق تفضي إلى التقليل إلى أدنى حد من تأثيراتها السلبية على صحة الإنسان وعلى البيئة.

(i) Strengthening cooperation between Governments and industry at all levels for the development and transfer of technology, on mutually agreed terms, for the use of non-hazardous and sustainable chemicals and production systems, materials and products to ensure that chemicals are used and produced in ways that lead to the elimination of adverse effects on human health and environment;
(ط) تعزيز التعاون بين الحكومات والصناعة على جميع المستويات من أجل تطوير التكنولوجيا ونقلها، بموجب شروط متفق عليها بشكل متبادل، لاستخدام المواد الكيميائية غير الخطيرة والمستدامة، ونظم الإنتاج، والمواد والمنتجات لكفالة استخدام المواد الكيميائية وإنتاجها بطرق تؤدي إلى التخلص من الآثار الضارة على صحة البشر وعلى البيئة؛
