Each High Contracting Party shall require that its armed forces and relevant agencies, departments or ministries issue appropriate instructions and operating procedures and that its personnel receive training commensurate with their duties and responsibilities to comply with the provisions of this Protocol.
3- يُلزِم كل طرف من الأطراف المتعاقدة السامية قواته المسلحة والوكالات أو الإدارات أو الوزارات المختصة بإصدار تعليمات مناسبة وإجراءات عمل ويفرض تلقي أفراده تدريباً يتناسب مع واجباتهم ومسؤولياتهم للامتثال لأحكام هذا البروتوكول.

2. Call on each High Contracting Party to require that its armed forces issue relevant military instructions and operating procedures and that armed forces personnel receive training commensurate with their duties and responsibilities to comply with the provisions of the Convention and any of its annexed Protocols by which it is bound.
2- تطلب إلى كل طرف من الأطراف السامية المتعاقدة أن يشترط من قواته المسلحة أن تصدر تعليمات عسكرية وإجراءات تشغيل ذات صلة وأن يتلقى أفراد القوات المسلحة تدريباً يتمشى مع واجباتهم ومسؤولياتهم للامتثال لأحكام هذه الاتفاقية وأي من البروتوكولات الملحقة التي تلتزم بها.
