With offices in over 130 countries and 85 per cent of its staff located in the country offices, the greatest strength of UNDP lies in the delivery capacity of its network. Accordingly, UNDP has taken measures to decentralize operational authority to the country offices in order to enhance responsiveness to country needs and to increase the efficiency and effectiveness of the country offices in resource utilization and programme delivery.

Within the limitations of existing systems, the Secretariat is currently reviewing options for the programme performance report to cover both financial and programmatic performance information for the same activities, so as to allow an assessment of the utilization of resources.
