٣٠٦- وتقوم الصحافة والإذاعة والتلفزيون بإعداد برامج خاصة عن حياة الأشخاص ذوي الإعاقة والأطفال ذوي العاهات الصحية.

At the end of the above mentioned activities, disabled persons and children with impaired health are granted with diplomas and monetary prizes.
٣١٣- وفي نهاية الأنشطة المذكورة تم توزيع الشهادات والجوائز المالية على الأشخاص ذوي الإعاقة والأطفال ذوي العاهات الصحية.

The circumstances of being in boarding houses or other stationary social support institutions ensure use of rights and legal interests to the persons with disabilities and children with impaired health and assist provision of demands in maximum capacity.
١٤٩- وتسهر دور الإقامة ومؤسسات الدعم الاجتماعي الأخرى على كفالة احترام حقوق الأشخاص ذوي الإعاقة والأطفال ذوي العاهات الصحية ومصالحهم القانونية وتساعدهم على تلبية طلباتهم بأقصى ما أوتيت من قدرة.

Benefits shall be appointed for persons with disabilities and children with impaired health under the age of 18 by the Law of the Republic of Azerbaijan " On Social benefits " .
٢٩٥- ويقضي قانون جمهورية أذربيجان بشأن " الاستحقاقات الاجتماعية " بصرف استحقاقات للأشخاص ذوي الإعاقة والأطفال ذوي العاهات الصحية الذين هم دون سن الثامنة عشرة.

Information is collected about health, education, employment, social status of the disabled persons and children with impaired health registering in the relevant structures of the Ministry of Labour and Social Protection of Population.
٣٢٧- تقوم وزارة العمل والحماية الاجتماعية بجمع المعلومات بشأن الحالة الصحية للأشخاص ذوي الإعاقة والأطفال ذوي العاهات الصحية المسجلين لدى مختلف الإدارات المعنية التابعة لها، وبشأن تعليمهم وعملهم وحالتهم الاجتماعية.

Enterprises and organizations paying the penalty for not adjusting the facilities for free use of persons with disabilities and children with impaired health are not released from duty of adjusting the facility.
43- وعلى الرغم من تسديد المؤسسات والمنظمات للغرامة المالية لعدم تهيئة مرافقها لتمكين الأشخاص ذوي الإعاقة والأطفال ذوي العاهات الصحية من الوصول فإنها تظل ملزمة بإجراء التعديلات اللازمة لتيسير الوصول إلى مرافقها.

According to the Articles 34 and 43 of the Law, the relevant executive body provide comfortable living space to the persons with disabilities and children with impaired health in case if there is no need for them to stay in boarding houses or stationary social support institutions as a result of their rehabilitation.
١٥٠- ووفقاً لأحكام المادتين ٣٤ و٤٣ من القانون توفر الهيئة التنفيذية المعنية حيزاً سكنياً مريحاً للأشخاص ذوي الإعاقة والأطفال ذوي العاهات الصحية في حالة عدم اضطرارهم للبقاء في دور الإقامة أو مؤسسات الدعم الاجتماعي بعد أن يتم تأهيلهم.

According to the Law of the Republic of Azerbaijan " On physical training and sports " , physical training and sports services are provided free for the disabled and children with impaired health in physical training-sports organizations of state and municipal authorities.
٣٢١- وينص قانون جمهورية أذربيجان بشأن " التدريب البدني والألعاب الرياضية " على توفير خدمات التدريب البدني والألعاب الرياضية مجاناً للأشخاص ذوي الإعاقة والأطفال ذوي العاهات الصحية في جمعيات التدريب البدني والألعاب الرياضية التابعة للحكومة والبلديات.

The Articles 9 and 10 of the Law " On social benefits " dated February 7, 2006, determining basis of appointment and issuance of social benefits in the Republic of Azerbaijan and regulating other relations in this area, also reflects rules for appointment and issuance of benefits for persons with disabilities and children with impaired health.
١٨٨- وتتناول أيضاً المادتان ٩ و١٠ من قانون " الاستحقاقات الاجتماعية " المؤرختان ٧ شباط/فبراير ٢٠٠٦، واللتان تنصان على معايير تحديد الأشخاص الذين يستحقون المساعدة الاجتماعية في جمهورية أذربيجان، والمنظمتان للعلاقات الأخرى في هذا المجال، تتناولان تحديد الأشخاص ذوي الإعاقة والأطفال ذوي العاهات الصحية للحصول على تلك الاستحقاقات وصرفها لهم.

Local authorities of public organizations of disabled persons and children with impaired helath, as well as labour groups of their enterprises (associations), institutions and organizations can provide proposals for executive bodies about the social protection issues of disabled and children with impaired health.
٣٠٧- وبإمكان السلطات المحلية والمنظمات العامة للأشخاص ذوي الإعاقة والأطفال ذوي العاهات الصحية، وكذلك التنظيمات العمالية والمؤسسات (الجمعيات) والمنظمات التابعة لها أن تقدم مقترحات للهيئات التنفيذية بشأن قضايا الحماية الاجتماعية للأشخاص ذوي الإعاقة والأطفال ذوي العاهات الصحية.

In case of not providing accessibility for persons with disabilities and children with impaired health, organization shall pay penalty to the State Social Protection Fund of the Republic of Azerbaijan of 20% of the amount required for adjustment of the facility to the access of persons with disabilities and children with impaired health.
42- وفي حالة منع الأشخاص ذوي الإعاقة والأطفال ذوي العاهات الصحية من الوصول إلى هذه الأماكن، تدفع الجهة المعنية غرامة مالية إلى صندوق الحماية الاجتماعية التابع للدولة في جمهورية أذربيجان تعادل 20 في المائة من قيمة تكلفة الأشغال اللازمة لتهيئة المرفق لاستقبال الأشخاص ذوي الإعاقة والأطفال ذوي العاهات الصحية.

According to the Article 45 of the Law of the Republic of Azerbaijan " On prevention of disabilities and impaired health of children and rehabilitation and social protection of the disabled and children with impaired health " , social support authorities provide medical and home services at home or at stationary institutions, to the disabled and children with impaired health in need of outside assistance and service.
١٨٥- ووفقاً للمادة ٤٥ من قانون جمهورية أذربيجان بشأن " وقاية الأطفال من الإعاقة والعاهات الصحية وإعادة تأهيل الأطفال ذوي الإعاقة والعاهات الصحية وتوفير الحماية الاجتماعية لهم " ، توفر السلطات المعنية بالدعم الاجتماعي الخدمات الطبية والمنزلية في البيت أو في مؤسسات الإقامة للمعوقين والأطفال ذوي العاهات الصحية الذي هم في حاجة إلى المساعدة والخدمات الخارجية.

According to individual rehabilitation program and state program on their rehabilitation, vocational training and re-training of persons with disabilities and children with impaired health is provided in education institutions, including education centres of state employment services, enterprises and organizations (specialized or general) together with the agencies assisting these persons and their public organizations.
٢١٦- ووفقاً لبرنامج التأهيل الفردي والبرنامج الحكومي للتأهيل، يتم توفير التدريب المهني للأشخاص ذوي الإعاقة والأطفال ذوي العاهات الصحية وإعادة تدريبهم في المؤسسات التعليمية، بما في ذلك المراكز التعليمية ودوائر التشغيل الحكومية، والمؤسسات والمنظمات (المختصة والعامة) بالإضافة إلى الوكالات التي تقدم المساعدات لهؤلاء الأشخاص والمؤسسات العامة الراعية لهم.

Disabled and children with impaired health and persons representing them have the right to establish public organizations, as well as various funds by the legislation, to protect their rights and interests, mutual assistance and service, according to the Article 50 of the Law " On prevention of disabilities and impaired health of children and rehabilitation and social protection of the disabled and children with impaired health " .
٣٠٤- ويحق للأشخاص ذوي الإعاقة والأطفال ذوي العاهات الصحية والأشخاص الذين يمثلونهم إنشاء منظمات عامة وصناديق بموجب القانون لحماية حقوقهم ومصالحهم وللتعاضد وتبادل الخدمات، وذلك وفقاً للمادة ٥٠ من قانون " وقاية الأطفال من الإعاقة والعاهات الصحية وإعادة تأهيل الأطفال ذوي الإعاقة والعاهات الصحية وتوفير الحماية الاجتماعية لهم " .

Activities are carried out regularly to provide integration of persons with disabilities and children with impaired health to the society, equalize them with healthy persons and to reveal their talents and abilities, in accordance to the Law of the Republic of Azerbaijan " On prevention of disabilities and impaired health of children and rehabilitation and social protection of the disabled and children with impaired health " .
٣١١- تُنفذ الأنشطة بانتظام من أجل إدماج الأشخاص ذوي الإعاقة والأطفال ذوي العاهات الصحية في المجتمع، ومساواتهم مع الأشخاص الأصحاء والكشف عن مواهبهم وقدراتهم، وفقاً لقانون جمهورية أذربيجان بشأن " وقاية الأطفال من الإعاقة والعاهات الصحية وإعادة تأهيل الأطفال ذوي الإعاقة والعاهات الصحية وتوفير الحماية الاجتماعية لهم " .
