46. In the light of paragraph 71 of the Vienna Declaration and Programme of Action, the Committee encourages the State party to continue preparation, through an open and consultative process, of a comprehensive national plan of action on human rights and to seek technical cooperation from the Office of the United Nations High Commissioner for Human Rights.
