69. The Republic of Kazakhstan, as a democratic State, has pledged to respect and ensure to all individuals within its territory and subject to its jurisdiction the right to freedom of expression.
69- وتعرب جمهورية كازاخستان، بوصفها دولة ديمقراطية، عن التزامها باحترام جميع الأفراد الموجودين في إقليمها والخاضعين لولايتها القضائية وكفالة حقهم في حرية التعبير.

16. Initial reports should establish the constitutional and legal framework for the implementation of rights, explain the legal and practical measures adopted to give effect to Covenant rights and demonstrate the progress made in ensuring enjoyment of rights by people within the State party and subject to its jurisdiction.
١٦ - وينبغي أن تحدد التقارير اﻷولية اﻹطار الدستوري والقانوني ﻹعمال الحقوق، وأن توضح التدابير القانونية والعملية المعتمدة ﻹعمال الحقوق المنصوص عليها في العهد وأن تبين التقدم المحرز في كفالة تمتع السكان المقيمين داخل حدود الدولة الطرف والخاضعين لولايتها القضائية بالحقوق.

It states: " Germany guarantees in accordance with Article 2 para. 1 of the ICCPR the rights acknowledged therein to all persons in its territory and subject to its jurisdiction.

163. The Human Rights Committee has noted that " States parties have often failed to take into account that each State party must ensure the rights in the Covenant to `all individuals within its territory and subject to its jurisdiction'. "
163- وقد لاحظت اللجنة المعنية بحقوق الإنسان أن " الدول الأطراف قصّرت أحياناً في مراعاة أن كل دولة طرف لا بد لها من ضمان الحقوق المنصوص عليها في العهد " لجميع الأفراد الموجودين في إقليمها والخاضعين لولايتها القضائية " (32).
