In the context of the Vienna regime, the dialogue between the author of a reservation and the other States or international organizations entitled to become parties to the treaty in question is conducted primarily through the two reactions to reservations envisaged in the Vienna Conventions: acceptance and objection.
8 - في إطار نظام فيينا، يجري الحوار أولا بين صاحب التحفظ والدول أو المنظمات الدولية الأخرى التي يحق لها أن تصبح أطرافا في المعاهدة المعنية وذلك عن طريق ردين من ردود الفعل أقرتهما معاهدتا فيينا على التحفظات وهما: القبول والاعتراض().

(3) It follows that the customary nature of the rule reflected in a treaty provision does not in itself constitute an obstacle to the formulation of a reservation, but that such a reservation can in no way call into question the binding nature of the rule concerned in relations between the reserving State or international organization and other States or international organizations, whether or not they are parties to the treaty.
