Viet Nam supports increasing the Council's membership in both categories -- permanent and non-permanent -- and supports measures aimed at ensuring broader participation and greater democracy, accountability and transparency in its work.

On 19 December 2007, following discussions and agreement reached within the Working Group, the Security Council approved a note by the President of the Security Council (S/2007/749) with a view to further enhancing the efficiency and transparency of its work.

In the discussions of the Open-ended Working Group, the view was also expressed that, in some instances, the improvement of the Council's working methods and transparency in its work might be done through such amendments.
