Should it become necessary to undertake a humanitarian military intervention in Burundi, its mandate would be to deter massacres, to provide security to refugees, displaced persons and civilians at risk and to protect key economic installations.
٢٨ - وإذا تحتم القيام بتدخل عسكري إنساني في بوروندي، فستتمثل ولايته في الحيلولة دون وقوع مجازر وتوفير اﻷمن للاجئين والمشردين والمدنيين المعرضين للخطر وحماية المنشآت الاقتصادية الرئيسية.

The objectives assigned to that force would be the same ones assigned to UNAMIR by the Security Council, i.e. contributing to the security and protection of displaced persons, refugees and civilians in danger in Rwanda, by means including the establishment and maintenance, where possible, of safe humanitarian areas.

The main responsibility entrusted to UNAMIR under Security Council resolution 918 (1994) of 17 May 1994 was to contribute to the security and protection of displaced persons, refugees and civilians at risk in Rwanda.

52. The mandate of UNAMIR requires it to contribute to the security and protection of displaced persons, refugees and civilians at risk in Rwanda, including through the establishment and maintenance, where feasible, of secure humanitarian areas.
٥٢ - إن ولاية بعثة اﻷمم المتحدة لتقديم المساعدة الى رواندا تقتضي منها المساهمة في أمن وحماية المشردين واللاجئين والمدنيين المعرضين للخطر في رواندا، عن طريق أمور منها إنشاء مناطق آمنة لﻷغراض اﻹنسانية والحفاظ عليها، حيثما أمكن ذلك.

In view of the difficulties in bringing UNAMIR up to its authorized strength, on 22 June 1994 the Security Council adopted resolution 929 (1994), in which it authorized the establishment of a temporary operation under national command and control to contribute to the security and protection of displaced persons, refugees and civilians at risk in Rwanda.
ونظرا للمصاعب التي ووجهت في توسيع قوة البعثة إلى الحد المأذون به، اعتمد مجلس اﻷمن القرار ٩٢٩ )١٩٩٤( الذي يأذن بإنشاء عملية مؤقتة تحت إمرة ومراقبة مجلس اﻷمن للمساهمة في أمن وحماية المشردين واللاجئين والمدنيين المعرضين للخطر في رواندا.

12. In these circumstances, the Security Council may wish to consider the offer of the Government of France to undertake, subject to Security Council authorization, a French-commanded multinational operation in conjunction with other Member States, under Chapter VII of the Charter of the United Nations, to assure the security and protection of displaced persons and civilians at risk in Rwanda.
٢١ - وفي ظل هذه الظروف، قد يرغب مجلس اﻷمن في النظر في العرض الذي تقدمت به الحكومة الفرنسية للاضطلاع، في إطار الفصل السابع من ميثاق اﻷمم المتحدة، بعملية متعددة الجنسيات تتولى فرنسا قيادتها وتشاركها فيها دول أعضاء أخرى لتوفير اﻷمن والحماية للمشردين والمدنيين المعرضين للخطر في رواندا، وذلك رهنا بإذن من مجلس اﻷمن.

26. In pursuance of its mandate to protect displaced persons and civilians at risk and to provide security for humanitarian relief operations, UNAMIR undertook an operation, from 13 to 15 December, to enhance security in the Kibenho and Ndago displaced person camps in the south-west (sector IV A) where disruptive elements had been active.
٢٦ - ووفقا لولاية بعثة اﻷمم المتحدة لتقديم المساعدة الى رواندا القاضية بحماية المشردين والمدنيين المعرضين للخطر وتوفير اﻷمن لعمليات الغوث اﻹنسانية، اضطلعت البعثة بعملية، من ١٣ الى ١٥ كانون اﻷول/ديسمبر لتعزيز اﻷمن في معسكري كيبينهو ونداغو للمشردين في الجنوب الغربي )القطاع الرابع ألف( حيث مارست العناصر المخربة نشاطها.
