2.7 The Executive Director of UNEP and the Director-General of FAO may conclude cooperative arrangements with other organizations in accordance with decisions of the Conference of the Parties.

For the Rotterdam Convention, according to paragraph 3 of Article 19, the secretariat functions should be performed jointly by the Executive Director of UNEP and the DirectorGeneral of FAO, subject to such arrangements as shall be agreed between them and approved by the Conference of the Parties.

In article 19, paragraph 3, the Rotterdam Convention provides as follows: " The secretariat functions for this Convention shall be performed jointly by the Executive Director of UNEP and the Director-General of FAO, subject to such arrangements as shall be agreed between them and approved by the Conference of the Parties. "

1.2 Pursuant to the functions of the Secretariat, and the provisions of this Memorandum of Understanding, the Executive Director of UNEP and the Director-General of FAO will jointly perform the secretariat responsibilities under the Convention.

2.5 The position of Executive Secretary of the Secretariat is shared between the Executive Director of UNEP and the Director-General of FAO, and the individuals acting on their behalf in each organization will coordinate with each other in carrying out their responsibilities.

2.9 In appointing the staff, subject to the paramount importance of securing the highest standards of efficiency and of technical competence, the Executive Director of UNEP and the Director-General of FAO shall pay due regard to the importance of selecting personnel recruited on as wide a geographical basis as is possible.

3.3 Further details on the management of the trust funds under the Convention will be agreed by the Executive Director of UNEP and the Director-General of FAO in a separate document.

At its second meeting, the Conference of the Parties, in its decision RC-2/5, approved arrangements by the Executive Director of UNEP and the Director-General of FAO for the performance of the secretariat functions for the Convention.

The Conference had before it a note prepared by the secretariat in response to decisions RC-1/9 and RC-1/12 on arrangements by the Executive Director of UNEP and the Director-General of FAO for performance of the secretariat functions for the Convention (UNEP/FAO/RC/COP.2/14).
93 - كان معروضاً على المؤتمر مذكرة أعدتها الأمانة حول رد المدير التنفيذي لبرنامج الأمم المتحدة للبيئة والمدير العام لمنظمة الأمم المتحدة للأغذية والزراعة على المقرر اتفاقية روتردام - 1/9 بشأن أداء وظائف الأمانة للاتفاقية (UNEP/FAO/RC/COP.2/14).

The Executive Director of UNEP and the Director-General of FAO convened the first meeting of the Conference of the Parties to the Rotterdam Convention on the Prior Informed Consent Procedure for Certain Hazardous Chemicals and Pesticides in International Trade in Geneva from 20 to 24 September 2004.

2.6 The Executive Director of UNEP and the Director-General of FAO delegate their authority to the Executive Secretary from UNEP and FAO, to act on their behalf, to represent the Secretariat and to carry out its functions, including inter alia in relation to the following:

2.10 The Executive Director of UNEP and the Director-General of FAO shall distribute available staff and resources between Geneva and Rome, with a view to ensuring appropriate distribution of staff, resources and workload between the two duty stations, while taking into account the relative strengths of UNEP and FAO.

At its first meeting, in decision RC-1/9, the Conference of the Parties invited the Executive Director of UNEP and the Director-General of FAO to make arrangements for the performance of the secretariat functions, possibly based on the same elements as in the earlier arrangements, and to present those arrangements to the Conference of the Parties for consideration and approval, if possible, at its second meeting.
29 - قام مؤتمر الأطراف في اجتماعه الأول وفي مقرر اتفاقية روتردام -1/9 بدعوة المدير التنفيذي لبرنامج الأمم المتحدة للبيئة والمدير العام لمنظمة الأمم المتحدة للأغذية والزراعة إلى إعداد الترتيبات لأداء مهام الأمانة، ربما بالاستناد إلى نفس العناصر التي اعُتمدت في الترتيبات السابقة وعرضها على مؤتمر الأطراف للنظر فيها والموافقة عليها إن أمكن في اجتماعه الثاني.

For the Rotterdam Convention, according to paragraph 3 of Article 19, the secretariat functions should be performed jointly by the Executive Director of UNEP and the DirectorGeneral of FAO, subject to such arrangements as shall be agreed between them and approved by the Conference of the Parties.

The Conference also invited the Executive Director of UNEP and the DirectorGeneral of FAO to continue to perform the secretariat functions for the Convention based on the existing arrangements until the Conference of the Parties has approved the new arrangements.
ودعا المؤتمر أيضاً المدير التنفيذي لبرنامج الأمم المتحدة للبيئة والمدير العام لمنظمة الأمم المتحدة للأغذية والزراعة إلى مواصلة أداء مهام الأمانة للاتفاقية بالاستناد إلى الترتيبات القائمة، إلى أن يوافق مؤتمر الأطراف على الترتيبات الجديدة.
