The Secretary-General, in his report of 17 October 2005 on staff retention and legacy issues (A/60/436), put forward proposals on ways to ameliorate the staffing situation at the International Criminal Tribunal for Rwanda and the International Tribunal for the Former Yugoslavia.

With regard to the Secretary-General's report on staff retention and legacy issues (A/60/436), the proposal for a retention bonus required a detailed discussion of the human resources management aspect. Legacy issues, meanwhile, should perhaps be discussed by the Office of Legal Affairs or by the Security Council.
