فإذا استُنفدت كل الجهود الرامية إلى تحقيق توافق اﻵراء دون التوصل إلى اتفاق، يُعتمد التعديل، كحل أخير، بأغلبية قدرها ثلثا أصوات اﻷطراف الحاضرين والمصوتين في الاجتماع.
