13 - يطلب إلى الأمين العـام أن يقـدم إلى اللجنة المنشأة بموجب القرار 661 (1990) توصيات بشأن تنفيذ الفقرتين 1 (أ) و 6 من القرار 986 (1995) لتخفيض فترة التأخير في سداد كامل قيمة كل عملية شراء من النفط والمنتجات النفطية العراقية في حساب الضمان المنشأ بموجب الفقرة 7 من القرار 986 (1995)؛

" The Council is prepared to authorize the regime for the sale of Iraqi petroleum and petroleum products on the above basis for a like period of time as that specified in these resolutions as soon as the Secretary-General indicates that the Iraqi authorities are prepared to proceed on a date certain with the export of petroleum and petroleum products in accordance with the scheme.

During that meeting, the Head of the Committee reiterated the importance that the Government of Iraq attached to ensuring continued observance with the applicable United Nations resolutions and advised that the Committee did not have plans to alter the current mechanism for payment of 5 per cent of revenues from the sale of Iraqi petroleum and petroleum products into the Compensation Fund.

On the issue of the arrangements for ensuring that payments are made to the Compensation Fund, the Council noted that, at a meeting with the Iraq Committee of Financial Experts early in July 2011, the Committee repeated earlier assurances to the Executive Head that the mechanism for the payment of 5 per cent of revenues from the sale of Iraqi petroleum and petroleum products into the Compensation Fund would remain in place.
وفي ما يتعلق بمسألة الترتيبات اللازمة لكفالة تسديد المدفوعات إلى صندوق التعويضات، أشار المجلس إلى أنه في اجتماع عُقد مع لجنة الخبراء الماليين العراقية في أوائل شهر تموز/يوليه 2011، كررت اللجنة تأكيداتها السابقة إلى الرئيس التنفيذي بأن الآلية القائمة على دفع نسبة 5 في المائة من عائدات بيع النفط والمنتجات النفطية العراقية إلى صندوق التعويضات ستظل قائمة.

5. The Government of Iraq undertakes to effectively guarantee equitable distribution to the Iraqi population throughout the country of medicine, health supplies, foodstuffs and materials and supplies for essential civilian needs (hereinafter humanitarian supplies) purchased with the proceeds of the sale of Iraqi petroleum and petroleum products.
٥ - تتعهد حكومة العراق بأن تضمن على نحو فعال توزيع اﻷدوية واﻹمدادات الصحية والمواد الغذائية والمؤن واﻹمدادات اللازمة للاحتياجات المدنية اﻷساسية )التي يشار إليها فيما بعد باسم " اﻹمدادات اﻹنسانية " ( التي تشترى من عائدات بيع النفط العراقي والمنتجات النفطية العراقية توزيعا عادلا على السكان العراقيين في شتى أنحاء البلد.
