However, the Committee remains concerned that because the principles of the Convention are not fully integrated in the legislation currently in force in the State party, as previously mentioned, there is a low level of awareness among the public at large, children and professionals working for and with children on the status of the child as a rights holder, in line with the Convention.

21. The Committee expresses its concern at the limited knowledge of the Convention and of the rights-based approach enshrined therein, among children, the public at large, and professionals working with and for children.

15. While welcoming several nationwide initiatives and campaigns aimed at raising awareness on the subject of sexual abuse, the Committee is concerned that awareness of the content of the Optional Protocol remains low among children, parents, legal guardians and professionals working with and for children.

The Committee is concerned that insufficient training on the Convention, particularly on key principles of the Convention such as the best interests of the child and the views of the child to be heard, has been provided to public officials and professionals working with and for children.

23. The Committee urges the State party to intensify its efforts to incorporate child rights issues into all curricula of different levels of education and strengthen awareness-raising programmes, including campaigns on the Convention, among children, families and professionals working with and for children.
23- وتحث اللجنة الدولة الطرف على تكثيف جهودها من أجل إدماج قضايا حقوق الطفل في جميع المناهج الدراسية لمستويات التعليم المختلفة وتعزيز برامج التوعية، بما في ذلك حملات بشأن الاتفاقية، في أوساط الأطفال والأسر والمهنيين الذين يعملون مع الأطفال ومن أجلهم.

(a) Take effective measures to enforce domestic laws that protect children from sexual abuse and exploitation, and to provide intensive training to police personnel, judiciary and professionals working with and for children on the related laws;

14. CRC recommended that Viet Nam reform domestic legislation to include all forms of child abuse and disseminate the legislation among law enforcement officials, the judiciary and professionals working with or for children.
14- وأوصت لجنة حقوق الطفل فييت نام بإصلاح قوانينها المحلية لتتضمن حظراً لجميع أشكال الاعتداء على الأطفال، وبنشر القوانين في أوساط موظفي إنفاذ القانون ورجال القضاء والمهنيين الذين يعملون مع الأطفال أو من أجلهم(32).

(a) Reform domestic legislation to include all forms of child abuse in line with article 19 of the Convention, and disseminate the amended legislation among, in particular, law enforcement officials, the judiciary and professionals working with or for children;
(أ) أن تصلح قوانينها المحلية بغرض تضمينها حظر جميع أشكال الاعتداء على الأطفال تماشياً مع المادة 19 من الاتفاقية، وأن تنشر القوانين المعدلة، على وجه الخصوص، في أوساط موظفي إنفاذ القوانين والقضاة والمهنيين الذين يعملون مع الأطفال أو من أجلهم؛

In the light of its General Comment No. 3 on HIV/AIDS and the rights of the child (CRC/GC/2003/3), the Committee recommends that the State party take all measures to ensure effective enforcement and implementation of HIV/AIDS-related laws and programmes, including conducting training for law enforcement officials, and professionals working with and for children and adolescents.
