The second paragraph of article 29 deals with the freedom of individuals and bodies to establish educational institutions, subject only to the need for such institutions to observe the aims of education set forth in the first paragraph and to conform to any minimum standards that may be laid down by a State party.
أما الفقرة الثانية من المادة 29 فتتناول حرية الأفراد والهيئات في إنشاء المؤسسات التعليمية، رهنا فقط بضرورة مراعاة هذه المؤسسات لأهداف التعليم المنصوص عليها في الفقرة الأولى وبضرورة استيفاء ما قد تضعه الدولة الطرف من معايير دنيا في هذا الشأن.

وبفضل اﻹعداد في إطار اللجنة الفرعية لبعض المبادئ والقواعد التوجيهية بشأن حقوق ومسؤوليات اﻷفراد والجماعات والهيئات في المجتمع عن تشجيع وحماية حقوق اﻹنسان والحريات اﻷساسية المعترف بها عالمياً ثم وضع أول مشروع إعلان بهذا المعنى، تم تمهيد السبيل لقيام لجنة حقوق اﻹنسان بإنشاء الفريق العامل الذي وضع ما سمي باﻹعلان الخاص بالمدافعين عن حقوق اﻹنسان.

(b) To develop and implement such new conference-servicing policies, procedures and practices as may become necessary in view of the changing activities and requirements of the Organization, in particular through regular consultation with committees and bodies at Headquarters and other duty stations to assess their needs and through the development of a cost-accounting system;

It is now time to value and support unpaid caregiving and related work and to make this a priority for Member States and bodies within the United Nations system.

The measures taken to guarantee the liberty of individuals and bodies to establish and direct educational institutions, in accordance with the provisions of article 29, paragraph 2, of the Convention, can be summed up in the statement that the Jamahiriya grants complete liberty to any Libyan or alien residing in the Jamahiriya to establish a school, subject to the laws applicable to independent education and educational partnerships.
286- ويمكن إجمال التدابير المتخذة عملاً بالفقرة 2 من المادة 29 لضمان حرية الأفراد والهيئات في إنشاء المدارس وإدارتها بالقول بأن الجماهيرية تعطي الحرية الكاملة لكل من يرغب في أن ينشئ مدرسة سواء من الليبيين أو غير الليبيين المقيمين في الجماهيرية، ويخضع ذلك لقوانين التعليم الحر والتشاركيات التعليمية.

As regards the paragraph on the liberty to choose non-public schools and the liberty of individuals and bodies to establish and direct educational institutions subject to the observance of the minimum standards as laid by the State, the State of Kuwait endeavours to provide every individual Kuwaiti or resident with an education opportunity.
207- وفيما يتعلق بالفقرة الخاصة بحرية اختيار المدارس غير الحكومية، وكذلك حرية الأفراد والهيئات في إنشاء إدارة مؤسسات تعليمية مع مراعاة شروط التقيد بمعايير التعليم الدنيا التي تفرضها الدولة، تحرص دولة الكويت على إتاحة فرصة التعليم لكل مواطن ومقيم على أرضها.

4. No part of this article shall be construed so as to interfere with the liberty of individuals and bodies to establish and direct educational institutions, subject always to the observance of the principles set forth in paragraph 1 of this article and to the requirement that the education given in such institutions shall conform to such minimum standards as may be laid down by the State.
4- ليس في أي من أحكام هذه المادة ما يجوز تأويله على نحو يفيد مساسه بحرية الأفراد والهيئات في إنشاء وإدارة مؤسسة تعليمية، شريطة التقيد دائماً بالمبادئ المنصوص عليها في الفقرة 1 من هذه المادة ورهناً بخضوع التعليم الذي توفره هذه المؤسسات لما قد تفرضه الدولة من معايير دنيا.

37. It follows that the accession of Kuwait to the International Covenant on Civil and Political Rights, upon the completion of constitutional procedures, has made the International Covenant part of the body of national legal provisions applicable in Kuwait and binding at all levels on the authorities and organs of the country.
37- وعليه فإنه يترتب على انضمام الكويت إلى العهد الدولي الخاص بالحقوق المدنية والسياسية، وبعد إتمام إجراءات الانضمام الدستورية أصبح قانوناً وطنياً من القوانين الوطنية الكويتية المعمول بها في البلاد والتي تلتزم به كل السلطات والهيئات في الدولة على اختلاف مستوياتها.
