وإذ تلاحظ مع بالغ القلق ازدياد تعاطي بعض المخدرات وانتشار مواد جديدة على النطاق العالمي وازدياد حذق الجماعات الإجرامية المنظمة العاملة عبر الحدود الوطنية الضالعة في صنعها وتوزيعها،
