٤ - وترى جمهورية بلغاريا ناحية أخرى، أن الكميات الهائلة الباقية في أوروبا من المعدات واﻷسلحة اﻷخرى التي حددتها المعاهدة حتى بعد تنفيذ الالتزامات المترتبة بموجبها، إنما تتجاوز الاحتياجات اللازمة من أجل الاستقرار اﻷكيد.

13. Urges States to ensure effective measures for the rehabilitation, physical and psychological recovery and reintegration into society of children affected by armed conflict, child soldiers, victims of landmines and other weapons and victims of gender-based violence, inter alia, through adequate education and training, and invites the international community to assist in this endeavour;
٣١ - تحث الدول على كفالة اتخاذ تدابير فعالة من أجل إعادة تأهيل اﻷطفال المتضررين من النزاعات المسلحة واﻷطفال والجنود، وضحايا اﻷلغام اﻷرضية واﻷسلحة اﻷخرى وضحايا العنف القائم على نوع الجنس، وشفائهم بدنيا ونفسيا وإعادة إدماجهم في المجتمع عن طريق جملة أمور منها التعليم والتدريب الملائمين، وتدعو المجتمع الدولي إلى أن يساعد في هذا المسعى؛

13. ٣١ - تحث الدول على كفالة اتخاذ تدابير فعالة من أجل تأهيل اﻷطفال المتضررين من النزاعات المسلحة واﻷطفال الجنود، وضحايا اﻷلغام اﻷرضية واﻷسلحة اﻷخرى وضحايا العنف القائم على نوع الجنس، وشفائهم بدنيا ونفسيا وإعادة إدماجهم في المجتمع، عن طريق جملة أمور منها التعليم والتدريب الملائمين، وتدعو المجتمع الدولي إلى أن يساعد في هذا المسعى؛

Hence, efforts at reducing and curbing conventional and other armaments should be placed within a comprehensive context, focus on both supplier and recipient countries, rather than on particular groups of countries, and be directed towards the primary causes of the frantic search for and further accumulation of conventional armaments.
وبالتالي، ينبغي وضع الجهود الرامية الى تخفيض اﻷسلحة التقليدية واﻷسلحة اﻷخرى والحد منها في إطار شامل، وتركيزها على البلدان الموردة والمتلقية بدلا من مجموعات معينة من البلدان، وتوجيهها صوب اﻷسباب الرئيسية للسعي المحموم لتكديس المزيد من اﻷسلحة التقليدية.
