وإذ يعيد تأكيد قواعد ومبادئ القانون الدولي الواجبة التطبيق، بما في ذلك القانون الإنساني الدولي وقوانين حقوق الإنسان، وبخاصة اتفاقية جنيف المتعلقة بحماية المدنيين وقت الحرب المؤرخة 12 آب/أغسطس 1949،
