The arbitrary detention of these foreign prisoners without due legal process and the torture and degrading treatment to which they are being subjected constitute a gross violation of human rights and of numerous international treaties and conventions, in particular, the Universal Declaration of Human Rights and the Convention against Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment.
فهذا الاحتجاز التعسفي لهؤلاء الأسرى الأجانب دون تقديمهم للمحاكمة، وتعذيبهم ومعاملتهم المهينة، إنما هو انتهاك جسيم لحقوق الإنسان، والعديد من المعاهدات والاتفاقيات الدولية، وبخاصة الإعلان العالمي لحقوق الإنسان، واتفاقية مناهضة التعذيب وغيره من ضروب المعاملة القاسية أو اللاإنسانية أو المهينة.

3. The Committee further affirms that article 1, paragraph 2, must not be interpreted to detract in any way from the rights and freedoms recognized and enunciated in other instruments, especially the Universal Declaration of Human Rights, the International Covenant on Economic, Social and Cultural Rights and the International Covenant on Civil and Political Rights.
