ووُجِّه الانتباه بصورة خاصة إلى القرار 54/9 المعنون " تحسين النوعية وبناء قدرات الرصد من أجل جمع البيانات وإبلاغها وتحليلها بشأن مشكلة المخدّرات العالمية وتدابير التصدّي لها على مستوى السياسات العامّة " ، والقرار 54/13 المعنون " الحيلولة دون حصول أيِّ إصابات جديدة بفيروس نقص المناعة البشرية في أوساط متعاطي المخدّرات بالحقن وغيرهم من متعاطي المخدّرات " .
