The Commission shall meet as soon as possible after having received the Secretary-General's report and shall determine, based on the evidence provided to it and taking into account the measures already taken by the contractor, which measures are necessary to respond effectively to the incident in order to prevent, contain and minimize the serious harm, and shall make its recommendations to the Council.
٢ - تجتمع اللجنة في أقرب وقت ممكن بعد تلقيها تقرير اﻷمين العام وتقرر، مستندة إلى اﻷدلة الموفرة لها، وآخذة في الاعتبار التدابير التي اتخذها المتعاقد، التدابير الضرورية للاستجابة بفعالية إزاء الحادث بغية منع الضرر الجسيم واحتوائه وتخفيفه إلى أقصى حد ممكن، وتقدم توصياتها إلى المجلس.

4. The Council, taking into account the recommendations of the Commission and any information provided by the Contractor, may issue emergency orders, which may include orders for the suspension or adjustment of operations, as may be reasonably necessary to prevent, contain and minimize serious harm to the marine environment arising out of activities in the Area.
٤ - يجوز للمجلس أن يصدر، آخذا في الاعتبار توصيات اللجنة، وأي معلومات مقدمة من المتعاقد، أوامر في حالات الطوارئ، ويجوز أن تشمل هذه اﻷوامر إيقاف العمليات أو تعديلها، من أجل منع إلحاق ضرر جسيم بالبيئة البحرية من جراء اﻷنشطة المضطلع بها في المنطقة، ولاحتواء ذلك الضرر وتخفيفه إلى أقصى حد ممكن.

5. Pending any action by the Council, the Secretary-General may take such immediate measures of a temporary nature as are practical and reasonable in the circumstances to prevent, contain and minimize serious harm to the marine environment.
٥ - يجوز لﻷمين العام، ريثما يتخذ المجلس أي إجراء، أن يتخذ التدابير الفورية ذات الطابع المؤقت التي تكون عملية معقولة في هذه الظروف لمنع إلحاق ضرر جسيم بالبيئة البحرية واحتوائه وتخفيفه إلى أقصى حد ممكن.

2. Pending any action by the Council, the Secretary-General may take such immediate measures of a temporary nature as are practical and reasonable in the circumstances to prevent, contain and minimize serious harm to the marine environment.

If a contractor does not promptly comply with an emergency order to prevent serious harm to the marine environment arising out of its activities in the Area, the Council may take, by itself or through arrangements with others on its behalf, such measures as are necessary to prevent, contain and minimize any such serious harm to the marine environment. ٦ - إذا لم يمتثل المتعاقد، على وجه السرعة، لﻷمر الصادر في حالة الطوارئ لمنع إلحاق ضرر جسيم بالبيئة البحرية ناجم عن اﻷنشطة التي يضطلع بها في المنطقة. يجوز للمجلس أن يتخذ، بنفسه أو من خلال ترتيبات مع آخرين، نيابة عن المتعاقد، التدابير التي يراها ضرورية لمنع إلحاق ذلك الضرر الجسيم بالبيئة البحرية واحتوائه وتخفيفه إلى أقصى حد ممكن.
