the Committee recalls that no exceptional circumstances whatsoever can be invoked as a justification for torture and, in accordance with relevant Security Council and other resolutions, anti-terrorism measures must be implemented with full respect for international human rights law, especially the Convention.
وتذكّر اللجنة أنه لا يمكن التذرع بأية ظروف استثنائية لتبرير التعذيب، وأنه يجب، طبقاً لقرارات مجلس الأمن وغيرها من القرارات ذات الصلة، تقضي أن تُنفَّذ تدابير مكافحة الإرهاب يجب مع الاحترام التام للقانون الدولي لحقوق الإنسان، وبخاصة أحكام الاتفاقية.
