It reminds the State party of the importance it attaches to international instruments relating to the protection of refugees and to the adoption of national legislation that ensures that refugees enjoy the rights contained in the Convention.
وتذكِّر الدولة الطرف بالأهمية التي توليها اللجنة للصكوك الدولية المتعلقة بحماية اللاجئين ولاعتماد تشريعات وطنية تكفل تمتع اللاجئين بالحقوق الواردة في الاتفاقية.

3. The Committee appreciates the contribution that the Togolese non-governmental organizations have made to its work and recalls the State party's obligation to respect and protect the human rights of all human rights defenders in the country.

The Committee, stressing that the State party has not provided enough information to demonstrate that the available remedies are sufficient, reminds the State party that the remedies provided in article 14 of the Convention may be considered as complementary to the existing ones.

The Committee stresses the need for a determined enforcement of the criminal justice system, and reminds the State party that the absence of complaints and legal action by victims of racial discrimination may be the result of the absence of relevant specific legislation, or of a lack of awareness of the availability of legal remedies, or of insufficient will on the part of the authorities to prosecute.
وتشدد اللجنة على الحاجة إلى إنفاذ حازم لنظام العدالة الجنائية، وتذكِّر الدولة الطرف بأن عدم وجود شكاوى ودعاوى من جانب ضحايا التمييز العنصري قد يكون نتيجة لعدم وجود تشريعات محددة في هذا الخصوص، أو انعدام الوعي بتوفر سبل الانتصاف القانونية، أو عدم رغبة السلطات في اتخاذ الإجراءات القانونية.

It furthermore states that it is unable to accept any State party's general assertion that there is no racial discrimination on its territory, and reminds the State party that the Committee has not been informed about any detailed studies conducted by Saint Lucia assessing and evaluating the occurrence of racial discrimination in the country.

It reminds the State party that, under article 50 of the Covenant, the provisions of the Covenant " shall extend to all parts of federal States without any limitations or exceptions " (article 2 of the Covenant).
