(a) " Unintentional emissions and releases " means atmospheric mercury emissions and releases of mercury or mercury compounds to water and land that result from human industrial, residential or agricultural activities in which the production of such emissions or releases is not the main intent of such activities.

Parties are encouraged to exchange information on [technology transfer,] economically and technically feasible mercury free alternatives, and possible measures and techniques to reduce and where feasible to eliminate use, emissions and releases of mercury and mercury compounds from the manufacturing processes listed in Annex D.
