In the interests of international peace and security, there should be full acknowledgement of the need for sovereign equality between States, non-interference in internal affairs, avoidance of the use or threat of force, and the peaceful settlement of international disputes.
وللحفاظ على اﻷمن والسلم الدوليين، يجب الاعتراف اعترافا كامــلا بضرورة المساواة في السيادة بين الــدول وعدم التدخل في الشؤون الداخلية وتفادي اللجوء إلى القوة أو التهديد بها وتسوية المنازعات الدولية بالوسائل السلمية.

2. The First International Peace Conference had resulted in the well-known 1899 Hague conventions and declarations on the three Hague themes: the armament question, humanitarian law and the laws and customs of war, and the peaceful settlement of international disputes.
٢ - وقال إن المؤتمر الدولي اﻷول للسلام أسفر عن اتفاقات لاهاي المعروفة لعام ١٨٩٩ وعن اﻹعلانات المتعلقة بمواضيع لاهاي الثلاثة وهي: مسألة التسلح والقانون اﻹنساني وقوانين وأعراف الحرب وتسوية المنازعات الدولية بالوسائل السلمية.

Emphasizes that the preservation and promotion of peace demand that the policies of States be directed towards the elimination of the threat of war, particularly nuclear war, the renunciation of the use or threat of use of force in international relations and the settlement of international disputes by peaceful means on the basis of the Charter of the United Nations;
4 - تشدد على أن الحفاظ على السلام وتعزيزه يتطلبان من الدول أن توجه سياساتها نحو القضاء على خطر الحرب، وخاصة خطر الحرب النووية، ونبذ استعمال القوة أو التهديد باستعمالها في العلاقات الدولية، وتسوية المنازعات الدولية بالوسائل السلمية على أساس ميثاق الأمم المتحدة؛

In paragraph 17 of that resolution, the Assembly had decided to focus the upcoming Sixth Committee debates in 2013 under the agenda item " The rule of law at the national and international levels " on the subtopic " The rule of law and the peaceful settlement of international disputes " .
وقرَّرت الجمعية العامة في الفقرة 17 من ذلك القرار أن تركِّز المناقشات المقبلة التي ستجريها اللجنة السادسة عام 2013 في إطار بند جدول الأعمال المعنون " سيادة القانون على الصعيدين الوطني والدولي " على الموضوع الفرعي " سيادة القانون وتسوية المنازعات الدولية بالوسائل السلمية " .

The entire programme for the Decade should be aimed at a genuine democratization of international relations based on law through the creation of an atmosphere in which all States observed such fundamental principles as respect for the sovereignty, independence and territorial integrity of States, inviolability of borders, peaceful settlement of international disputes and observance of human rights and fundamental freedoms.

5. Ms. Hafiz (Saudi Arabia) said that General Assembly resolution 67/97 invited Member States to focus on the subtopic of the rule of law and the peaceful settlement of international disputes.
5 - السيدة حافظ (المملكة العربية السعودية): قالت إن الجمعية العامة، في قرارها 67/97، دعت الدول الأعضاء إلى التركيز على الموضوعين الفرعيين " سيادة القانون وتسوية المنازعات الدولية بالوسائل السلمية " .

84. As invited by General Assembly resolution 67/97, the Commission had commented in its report on its role in promoting the rule of law; in the context of the subtopic chosen by the General Assembly for the current session, " The rule of law and the peaceful settlement of international disputes " , it had referred in particular to its work in the area of arbitration and dispute resolution.
85 - ومضى قائلا إن اللجنة، استجابة لما دعت إليه الجمعية العامة في القرار 67/97، علّقت في تقريرها على الدور الذي تقوم به في تعزيز سيادة القانون؛ في سياق الموضوع الفرعي الذي اختارته الجمعية العامة للدورة الحالية، وهو " سيادة القانون وتسوية المنازعات الدولية بالوسائل السلمية " ، وأشارت بوجه خاص إلى الأعمال التي تضطلع بها في مجال التحكيم وتسوية المنازعات.

At its forty-sixth session, the Commission, in formulating its comments to the General Assembly on its current role in promoting the rule of law, may therefore wish to focus on the first subtopic: " The rule of law and the peaceful settlement of international disputes " .
54- ولعل اللجنة تود أيضا أن تركّز في دورتها السادسة والأربعين، عند صياغة التعليقات التي ستقدمها إلى الجمعية العامة على الدور الذي تقوم به حاليا في مجال تعزيز سيادة القانون، على الموضوع الفرعي الأول، وهو " سيادة القانون وتسوية المنازعات الدولية بالوسائل السلمية " .

The Court recognizes the responsibilities of the United Nations under the Charter, in particular in the fields of international peace and security, economic, social, cultural and humanitarian development, in promoting and encouraging respect for human rights and for fundamental freedoms and the peaceful settlement of international disputes.
2 - تعترف المحكمة بمسؤوليات الأمم المتحدة وفقا للميثاق، ولا سيما في ميادين السلم والأمن الدوليين، والتنمية الاقتصادية والاجتماعية والثقافية والإنسانية، عن تعزيز وتشجيع احترام حقوق الإنسان والحريات الأساسية وتسوية المنازعات الدولية بالوسائل السلمية().

The Assembly invited Member States to focus their comments in the upcoming Sixth Committee debates on the subtopics " The rule of law and the peaceful settlement of international disputes " (sixty-eighth session) and " Sharing States' national practices in strengthening the rule of law through access to justice " (sixty-ninth session) (resolution 67/97).
ودعت الجمعية العامة الدول الأعضاء إلى أن تركز تعليقاتها في المناقشات المقبلة للجنة السادسة على الموضوعين الفرعيين " سيادة القانون وتسوية المنازعات الدولية بالوسائل السلمية " (الدورة الثامنة والستون) و " تبادل ممارسات الدول على الصعيد الوطني في تعزيز سيادة القانون من خلال اللجوء إلى العدالة " (الدورة التاسعة والستون) (القرار 67/97).
