وتعتقد منغوليا أن الأمم المتحدة بحيادها ومشروعيتها االعالمية وكذلك سيادتها القائمة على أساس الميثاق على أي اتفاق دولي آخر، تحتل مكاناً فريداً يمكنها من توفير أسلوب إدارة عالمي في المجالين الاقتصادي والاجتماعي بينما تسمح بمشاركة بلدان الجنوب على قدم المساواة في عملية اتخاذ القرار.

Mongolia believes that the adoption of a document defining guiding principles for international negotiations would not only meet the purposes and principles of the Decade but would also promote the definition of international criteria for conducting international negotiations on the basis of justice and the sovereign equality of States, irrespective of their actual power.
وتعتقد منغوليا أن اعتماد وثيقة تحدد مبادئ توجيهية للمفاوضات الدولية لن يلبي أغراض العقد ومبادئه وحسب، بل سيعزز أيضا تحديد معايير دولية لإجراء المفاوضات الدولية على أساس من العدالة والمساواة بين الدول في السيادة، بصرف النظر عن قوتها الفعلية.

Mongolia believes that the principles and guidelines on the establishment of nuclear-weapon-free zones adopted two years ago by the Disarmament Commission, would further consolidate the existing zones and would facilitate the establishment of new ones, which is an important and valuable component of nuclear non-proliferation and a positive factor of regional security and stability.

12 - وتعتقد منغوليا أن جميع أنشطتها المتعلقة باستغلال اليورانيوم وبدء استخدام الطاقة النووية يجب أن تلتزم تماما بضمانات الوكالة الدولية للطاقة الذرية وغيرها من المعايير والقواعد والأنظمة المقبولة دوليا.

Mongolia believes that the appropriate forum for such elaboration would be the General Assembly, which in Article 13, paragraph 1 (a), of the Charter, is encouraged to initiate studies and make recommendations for the purpose of promoting international cooperation in the political field and encouraging the progressive development of international law and its codification.
وتعتقد منغوليا أن المحفل المناسب لصياغة هذه المبادئ هو الجمعية العامة التي يشجعها الميثاق، في الفقرة ١ )أ( من المادة ١٣ منه، على أن تنشئ دراسات وتشير بتوصيات بقصد إنماء التعاون الدولي في الميدان السياسي وتشجيع التقدم المطرد للقانون الدولي وتدوينه.
