5- يُقرر [أن تُحدّد بموجب هذا المقرر آلية تكنولوجية كجزء من الاتفاق الملزم قانوناً المشار إليه في المقرر -/م أ-15] [أن تُنشأ بموجب هذا المقرر آلية تكنولوجية [تعمل تحت سلطة وتوجيه مؤتمر الأطراف وتكون مسؤولة أمامه]]، وتتألف من العنصرين التاليين:

27. The people's government at every level is subordinate and accountable to the people's congress at the corresponding level but is also accountable to the people's government at the next higher level; the people's governments at every level are State administrative organs under the unified leadership of the State Council, and must obey its unified leadership.
27- وتخضع الحكومات الشعبية على كافة المستويات للمجلس الشعبي على المستوى المقابل لها وتكون مسؤولة أمامه كما تكون مسؤولة أيضاً أمام الحكومة الشعبية التي تعلوها درجة؛ وتعتبر الحكومات الشعبية على كافة المستويات أجهزة إدارية للدولة تخضع للإدارة الموحدة لمجلس الدولة ويتعين عليها أن تمتثل لإدارته الموحدة.
