In order to increase the effectiveness and efficiency of existing financial mechanisms, a global mechanism is established to promote actions leading to the mobilization and channelling of substantial financial resources.
من أجل زيادة فعالية وكفاءة اﻵليات المالية القائمة، تُنشأ آلية عالمية لتعزيز التدابير التي تفضي إلى تعبئة وتوجيه موارد مالية كبيرة.

1. As per article 21.4 of the Convention, " in order to increase the effectiveness and efficiency of existing financial mechanisms, a Global Mechanisms (GM) is to be established to promote actions leading to the mobilization and channelling of substantial financial resources.... "
١- يرد في الفقرة ١٢-٤ من الاتفاقية أنه " بغية زيادة فعالية وكفاءة اﻵليات المالية القائمة، تنشأ بموجب هذا " آلية عالمية " للنهوض بالاجراءات التي تؤدي إلى تعبئة وتوجيه موارد مالية كبيرة ... "

(v) Pursuant to article 21, paragraph 4, of the Convention, the basic objective of the GM is to “increase the effectiveness and efficiency of existing financial mechanisms.” To do this, it will generally “promote actions leading to the mobilization and channelling of substantial financial resources” through existing mechanisms.
`٥` عملا بالفقرة ٤ من المادة ١٢ من الاتفاقية يتمثل الهدف اﻷساسي لﻵلية العالمية في " الزيادة في كفاءة وفعالية اﻵليات المالية القائمة " . وليتحقق هذا ستنهض، بصورة عامة، " بالاجراءات التي تؤدي إلى تعبئة وتوجيه موارد مالية كبيرة " عن طريق اﻵليات القائمة.

The Conference of the Parties would need to consider arrangements for the Global Mechanism in the context of approaches and policies to mobilize and channel substantial financial resources to affected developing countries in implementing the Convention.
٤٢- وسيحتاج مؤتمر اﻷطراف إلى النظر في الترتيبات المتعلقة باﻵلية العالمية في سياق نُهُج وسياسات ترمي إلى تعبئة وتوجيه موارد مالية كبيرة إلى البلدان النامية المتأثرة عند تنفيذ الاتفاقية.

(d) Increase awareness of the Convention, and promote the participation in its implementation, of identified foundations, academic institutions, non-governmental organizations and other private sector entities and facilitate contacts with them by interested Parties, in order to contribute to the mobilization and channelling of substantial financial resources.
)د( زيادة الوعي بالاتفاقية وتعزيز مشاركة مؤسسات بعينها والمؤسسات اﻷكاديمية والمنظمات غير الحكومية وكيانات القطاع الخاص اﻷخرى في تنفيذ الاتفاقية وتيسير اتصالات اﻷطراف المعنية معها من أجل اﻹسهام في تعبئة وتوجيه موارد مالية كبيرة.

In order to increase the effectiveness and efficiency of existing financial mechanisms, a Global Mechanism (GM) was established under the Convention to promote actions leading to the mobilization and channelling of substantial financial resources to affected developing country Parties (Article 21, paragraph 4).
40- بغية زيادة فعالية وكفاءة الآليات المالية القائمة، أنشئت بموجب الاتفاقية آلية عالمية لتعزيز الإجراءات التي تؤدي إلى تعبئة وتوجيه موارد مالية كبيرة إلى الأطراف من البلدان النامية المتأثرة (الفقرة 4 من المادة 21).

The Global Mechanism was established to mobilize and channel substantial financial resources to combat desertification and mitigate drought by increasing the effectiveness and efficiency of existing financial mechanisms.
85- وقد أنشئت الآلية العالية بهدف حشد وتوجيه موارد مالية كبيرة لمكافحة التصحر وتخفيف أضرار الجفاف عن طريق زيادة فاعلية الآليات المالية القائمة وكفاءتها.

52. The feasibility of housing the GM at an agency in Rome depends on the ability of such an arrangement to support the work and operations of the GM, in accordance with its mandate to increase the effectiveness and efficiency of existing financial mechanisms, or to mobilize and channel substantial financial resources to affected developing country Parties.
تعتمد جدوى سكن الآلية العالمية في أي من الوكالات الموجودة في روما على قُدرة مثل هذا الترتيب على دعم أعمال الآلية وعملياتها، وفقًا لمهامها بغية زيادة فعّالية وكفاءة الآليات المالية القائمة، أو لتعبئة وتوجيه موارد مالية كبيرة إلى الأطراف من البلدان النامية المُتأثرة.
