The recent drought which struck the countries of eastern and Southern Africa was the worst ever.

I have the honour to transmit herewith the text of the final communiqué adopted at the Summit meeting of the Authority of the Preferential Trade Area for Eastern and Southern African States, held in Kampala, Uganda, on 5 and 6 November 1993 (see annex).
أتشرف بأن أحيل طيه نص البيان الختامي الذي اعتمده اجتماع القمة لسلطة منطقة التجارة التفضيلية لدول شرقي وجنوبي افريقيا الذي أقيم في كمبالا بأوغندا يومي ٥ و٦ تشرين الثاني/نوفمبر ٣٩٩١.

1. The Twelfth Meeting of the Authority of the Preferential Trade Area for Eastern and Southern African States was held in Kampala, Uganda, on 5 and 6 November 1993.
١ - انعقد الاجتماع الثاني عشر لسلطة منطقة التجارة التفضيلية لدول شرقي وجنوبي افريقيا في كمبالا، أوغندا، يومي ٥ و٦ تشرين الثاني/نوفمبر ٣٩٩١.

In Eastern and Southern Africa, agricultural output fell by 7.7 per cent compared to a drop of 1.2 per cent in 1991.
فقد انخفض الناتج الزراعي في شرقي وجنوبي افريقيا بنسبة ٧,٧ في المائة مقارنة بانخفاض بنسبة ١,٢ في المائة في عام ١٩٩١.

In Mozambique, an Adolescent Girl Communication Initiative has been undertaken, similar to initiatives in 10 other countries in eastern and Southern Africa.
٧٢١- وفي موزامبيق، جرى الاضطلاع بمبادرة للاتصال مع الفتيات المراهقات، وهي مماثلة لمبادرات اضُطلع بها في عشرة بلدان أخرى في شرقي وجنوبي افريقيا.

A UNIDO/UNEP training course on environmental management for industrial managers and engineers was successfully organized in cooperation with the Eastern and Southern Africa Management Institute at Arusha, United Republic of Tanzania.
وجرى تنظيم دورة تدريبية ناجحة برعاية اليونيدو وبرنامج اﻷمم المتحدة للبيئة بشأن اﻹدارة البيئية للمديرين والمهندسين في مجال الصناعة، وذلك بالتعاون مع معهد اﻹدارة لشـــرق وجنوبي افريقيا في أروشا بجمهورية تنزانيا المتحدة.

As for specific activities, HABITAT organized, in 1993-1994 in Zambia and the United Republic of Tanzania, courses for advanced training of trainers in local government management for East and Southern Africa and a subregional workshop on housing in development in Nairobi.
١٣- وفيما يتعلق بأنشطة بعينها، نظم الموئل في الفترة ٣٩٩١-٤٩٩١ في كل من زامبيا وجمهورية تنزانيا المتحدة، برامج للتدريب المتقدم للمدربين في ميدان إدارة الحكم المحلي في شرقي وجنوبي افريقيا وحلقة تدارس دون إقليمية حول اﻹسكان في التنمية في نيروبي.

Similar expert forums had been held for eastern and Southern Africa at Nairobi from 1 to 5 November 1993 and for western Africa at Yaoundé from 6 to 10 February 1995.
وقد نظم اثنان مماثلان من منتديات الخبراء أحدهما لبلدان شرق وجنوبي افريقيا في نيروبي من ١ الى ٥ تشرين الثاني/نوفمبر ٣٩٩١ واﻵخر لبلدان غربي افريقيا في ياوندي من ٦ الى ٠١ شباط/فبراير ٥٩٩١ .

27. The Treaty Establishing the Common Market for Eastern and Southern Africa (COMESA) was signed on 5 November 1993 by Heads of State and Government including Plenipotentiaries from Eritrea, Ethiopia, Kenya, Lesotho, Madagascar, Malawi, Mauritius, Mozambique, Namibia, Rwanda, the Sudan, Swaziland, Uganda, the United Republic of Tanzania and Zambia.
٢٧ - في ٥ تشرين الثاني/نوفمبر ١٩٩٣ وقع على معاهدة انشاء السوق المشتركة لشرقي وجنوبي افريقيا رؤساء دول وحكومات من بينهم مفوضون من كل من اثيوبيا، اريتريا، اوغندا، جمهورية تنزانيا المتحدة، رواندا، زامبيــا، سوازيلنــد، الســودان، كينيا، ليسوتو، مدغشقر، ملاوي، موريشيوس، موزامبيق، ناميبيا.

FAO has also collaborated with the Preferential Trade Area for Eastern and Southern Africa (PTA), the Southern African Development Community (SADC) and the Intergovernmental Authority on Drought and Development (IGADD) on subregional food security and related food information systems, harmonizing their action programmes and avoiding duplication.
كذلك تعاونت الفاو أيضا مع منطقة التجارة التفضيلية لشرقي وجنوبي افريقيا ومع الجماعة اﻹنمائية للجنوب الافريقي والهيئة الحكومية الدولية المعنية بالجفاف والتنمية وذلك فيما يتعلق باﻷمن الغذائي على الصعيد دون اﻹقليمي وبما يتصل بذلك من نظم المعلومات الغذائية، فنسقت برامج عمل تلك المؤسسات وسعت الى تجنب ازدواجية أنشطتها.

9. In his statement, he warmly welcomed his colleagues to Kampala, and thanked them for responding positively to his invitation to attend the historic Twelfth PTA Summit, which marked the transformation of the organization into a Common Market for Eastern and Southern Africa (COMESA).
٩ - ورحب بحرارة في بيانه بحضور زملائه إلى كمبالا، وشكرهم على ردهم باﻹيجاب على دعوته لحضور اجتماع القمة التاريخي الثاني عشر لمنطقة التجارة التفضيلية، الذي يعبر عن انتقال المنظمة الى السوق المشتركة لشرقي وجنوبي افريقيا )كوميسا(.

Following a review of the status of cooperation on the investigation of drug-trafficking cases and prosecution of offenders, including related technical assistance requirements, the workshop adopted a plan of action that outlined measures to be taken by Governments to facilitate cooperation and to strengthen drug-trafficking interdiction in the Eastern and Southern African subregion.
