69. The Committee is deeply concerned about the cases of summary and arbitrary executions, enforced or involuntary disappearances, torture and arbitrary or unlawful detention committed by members of the army, security or other forces during the period under review that have been brought to its attention.
٦٩ - وتعبر اللجنة عن قلقها البالغ إزاء حالات الاعدام بإجراءات موجزة والاعدام التعسفي وحالات الاختفاء القسري أو غير الطوعي والتعذيب والاحتجاز التعسفي أو غير القانوني، التي ارتكبها أفراد الجيش أو اﻷمن أو قوات أخرى أثناء الفترة المستعرضة والتي أُبلغت اللجنة بها.

69. The Committee is deeply concerned about the cases of summary and arbitrary executions, enforced or involuntary disappearances, torture and arbitrary or unlawful detention committed by members of the army, security or other forces during the period under review which have been brought to its attention.
٦٩ - وتعبر اللجنة عن قلقها البالغ إزاء حالات الاعدام بإجراءات موجزة والاعدام التعسفي وحالات الاختفاء القسري أو غير الطوعي والتعذيب والاحتجاز التعسفي أو غير القانوني، التي ارتكبها أفراد الجيش أو اﻷمن أو قوات أخرى أثناء الفترة المستعرضة والتي أُبلغت اللجنة بها.

At the request of the League, it was envisaged that the training would focus on applicable principles and methodology for human rights monitoring, particularly with respect to visits to persons in detention centres, the release of political prisoners, the monitoring of demonstrations and cases of enforced or involuntary disappearances of individuals.
وبناء على طلب الجامعة، رئي تركيز التدريب على المبادئ والمنهجية القابلة للتطبيق لرصد حقوق الإنسان، ولا سيما فيما يتعلق بزيارة المعتقلين في مراكز الاحتجاز، والإفراج عن السجناء السياسيين، ورصد التظاهرات وحالات الاختفاء القسري أو غير الطوعي للأفراد.

75. The Committee urges the Government of Nepal to take all necessary measures to prevent extrajudicial and summary executions, enforced or involuntary disappearances, torture and degrading treatment and illegal or arbitrary detention.
٧٥ - وتحث اللجنة حكومة نيبال على اتخاذ جميع التدابير اللازمة لمنع حالات الاعدام خارج نطاق القانون والاعدام بإجراءات موجزة وحالات الاختفاء القسري أو غير الطوعي والتعذيب والمعاملة المهينة والاحتجاز غير القانوني أو التعسفي.

75. The Committee urges the Government of Nepal to take all necessary measures to prevent extra-judicial and summary executions, enforced or involuntary disappearances, torture and degrading treatment and illegal or arbitrary detention.
٧٥ - وتحث اللجنة حكومة نيبال على اتخاذ جميع التدابير اللازمة لمنع حالات الاعدام خارج نطاق القانون والاعدام بإجراءات موجزة وحالات الاختفاء القسري أو غير الطوعي والتعذيب والمعاملة المهينة والاحتجاز غير القانوني أو التعسفي.

28. The Committee deplored the large number of cases of summary and arbitrary executions, enforced or involuntary disappearances, torture and arbitrary or unlawful detention committed by members of the army, security and other forces.
٨٢- وأعربت اللجنة عن أسفها إزاء العدد الضخم من حالات اﻹعدام بلا محاكمة واﻹعدام التعسفي وحالات الاختفاء القسري أو غير الطوعي وحالات التعذيب والاحتجاز التعسفي أو غير القانوني المنسوبة إلى أفراد الجيش أو قوات اﻷمن أو قوات حفظ النظام اﻷخرى.

It should address the following questions in preparing this document: Should the definition of victims of torture be broadened or narrowed? What are the kinds of psychological torture? What is the relationship between torture and corporal punishment, on the one hand, and enforced or involuntary disappearances, on the other? Between the death penalty and the conditions under which this sentence may be applied?
وينبغي، لدى قيامها بذلك، دراسة المسائل التالية: هل ينبغي توسيع نطاق تعريف ضحايا التعذيب، أم تضييقه؟ وما هي أنواع التعذيب النفسي؟ وما هي العلاقة بين التعذيب والعقوبات الجسدية، من جهة، وحالات الاختفاء القسري أو غير الطوعي وعقوبة اﻹعدام واﻷحوال التي يمكن تنفيذها فيها، وقسوة ظروف الاحتجاز ووسع نطاق انتهاكات حقوق اﻹنسان، من جهة أخرى؟

109. Despite the amnesty of political prisoners and the destruction of certain unregistered places of detention, the Committee continues to deplore that a large number of cases of summary and arbitrary executions, enforced or involuntary disappearances, torture and arbitrary or unlawful detention committed by members of the army, including cases concerning persons previously detained in Tazmamart, have not yet been investigated.
١٠٩ - وبالرغم من صدور عفو عام عن المعتقلين السياسيين وهدم بعض أماكن الاعتقال غير المسجلة، فإن اللجنة لا تزال تلاحظ بأسف كثرة عدد حالات الاعدام باجراءات موجزة واﻹعدام التعسفي، وحالات الاختفاء القسري أو غير الطوعي والتعذيب والاعتقال التعسفي أو غير القانوني التي يرتكبها أفراد الشرطة أو الجيش، بما في ذلك حالات تتعلق بأشخاص سبق احتجازهم في تازمامرت، والتي لم يجر التحقيق فيها حتى اﻵن.

119. The Committee recommends that the Moroccan authorities ensure that summary and arbitrary executions, enforced or involuntary disappearances, torture, ill-treatment and illegal or secret detention do not occur and that any such cases be investigated in order to bring before the courts those suspected of having committed or participated in such crimes, to punish them if found guilty, and to provide compensation to victims.
١١٩ - وتوصي اللجنة السلطات المغربية بأن تضمن عدم وقوع حالات اﻹعدام بإجراءات موجزة أو اﻹعدام التعسفي وحالات الاختفاء القسري أو غير الطوعي والتعذيب والمعاملة السيئة والاحتجاز غير القانوني أو السري والتحقيق فيها بغية إحالة اﻷشخاص الذين يشتبه في اقترافهم هذه الجرائم أو مشاركتهم فيها الى المحاكم ومعاقبتهم في حالة ثبوت جريمتهم وتقديم تعويض للضحايا.

١١- وبالرغم من صدور عفو عام عن المعتقلين السياسيين وتدمير بعض أماكن الاعتقال غير المسجلة ولا سيما مركز اعتقال تازمامرت، فإن اللجنة لا تزال تلاحظ بأسف كثرة عدد حالات الاعدام التعسفي وبلا محاكمة، وحالات الاختفاء القسري أو غير الطوعي والتعذيب والاعتقال التعسفي أو غير القانوني التي يرتكبها أفراد الشرطة أو الجيش، بما في ذلك حالات تتعلق بأشخاص سبق احتجازهم في تازمامرت، والتي لم يجر التحقيق فيها حتى اﻵن.

17. The Committee has condemned gross violations of the rights of ethnic, religious and linguistic minorities in some countries, including massacres, mass expulsions ( " ethnic cleansing " ), summary or arbitrary executions, forced or involuntary disappearances, torture, arbitrary arrests, rape and pillage committed by security forces, militias and armed civilians.
17- وأدانت اللجنة انتهاكات جسيمة لحقوق الأقليات الإثنية والدينية واللغوية في بعض البلدان، بما في ذلك ارتكاب المجازر وحالات الطرد الجماعي ( " التطهير العرقي " ) والإعدام بإجراءات موجزة أو تعسفية، وحالات الاختفاء القسري أو غير الطوعي والتعذيب وحالات الاحتجاز التعسفي والاغتصاب والنهب التي ترتكبها قوات الأمن والميليشيات والمدنيون المسلحون.
