II.4. ٧٧- وأضاف قائلا إنَّ هنالك رسالة واضحة بأنه ينبغي إدراج بناء القدرات الإنتاجية في الخطة الجديدة، وإنَّ دراسة حديثة قامت بها الأمانة العامة للأمم المتحدة خلصت إلى ضرورة أن يستند بناء القدرات الإنتاجية إلى حجم القدرات الطبيعية للبلدان مع توليها لزمام أمورها بنفسها وتوفر قيادة وطنية حازمة فيها، وأن يكون ذلك مصحوبا بسياسات اقتصاد كلي تيسيرية وحكم رشيد.
