The Secretary-General should ensure that the proper guidelines and provisions in the United Nations Model Convention and the Manual for the Negotiation of Bilateral Tax Treaties are consistent with the interests of developed, developing and transitional economy countries and improve internal income allocation.

65. The conversion of the Committee could pose risk of possible disruption to its ongoing work, especially on the revision of the United Nations Model Tax Convention and the Manual for the Negotiation of Bilateral Tax Treaties.

Capacity-building work is critical in order to enable developing countries to take advantage of the Committee's outputs such as the United Nations Model Tax Convention, the Manual for the Negotiation of Bilateral Tax Treaties between Developed and Developing Countries, as well as the forthcoming Practical Manual on Transfer Pricing.

It was recognized that capacity-building work was critical to enabling developing countries to take advantage of the Committee's outputs, such as the 2011 update of the United Nations Model Tax Convention, the Manual for the Negotiation of Bilateral Tax Treaties between Developing and Developed Countries and the forthcoming Practical Manual on Transfer Pricing.
64 - وأُقرّ بأن أنشطة بناء القدرات تكتسي أهمية حاسمة لتمكين البلدان النامية من الاستفادة من إسهامات اللجنة، من قبيل تحديث عام 2011 لاتفاقية الأمم المتحدة النموذجية للضرائب، ودليل التفاوض على المعاهدات الضريبية الثنائية بين البلدان المتقدمة النمو والبلدان النامية، والدليل العملي لتسعير التحويل الذي سيصدر قريبا.
