" ٦ - يجب أن يكون لدى حكومة البوسنة والهرسك الوسائل للدفاع عن شعب ودولة البوسنة والهرسك ضد أعمال إبادة اﻷجناس والتقسيم والتمزيق بوسائل إبادة اﻷجناس.

٧ - إن جميع اﻷطراف المتعاقدة في اتفاقية ابادة اﻷجناس ملزمة بموجبها " بمنع " أعمال ابادة اﻷجناس والتقسيم والتمزيق بوسائل ابادة اﻷجناس، ضد شعب ودولة البوسنة والهرسك.

" This extraordinary step is being taken because the Respondent has violated each and everyone of the three measures of protection on behalf of Bosnia and Herzegovina that were indicated by this Court on 8 April 1993, to the grave detriment of both the people and State of Bosnia and Herzegovina.
