The President, with the consent of the Council, invited the representative of Bosnia and Herzegovina, at his request, to participate in the discussion without the right to vote. the President stated that, following consultations among members of the Security Council, he had been authorized to make the following statement on behalf of the Council (S/25746):
وقام الرئيس، بموافقة اﻷعضاء، بدعوة ممثل البوسنة والهرسك، بناء على طلبه للاشتراك في المناقشة دون أن يكون له حق التصويت، وذكر الرئيس أنه قد أذن له بعد مشاورات أجراها مع أعضاء المجلس باﻹدلاء بالبيان التالي باسم المجلس )64752/S(:

the President stated that, following consultations of the Council, he had been authorized to make a statement on behalf of the Council and read out the text of that statement (for the text, see S/PRST/1999/22; to be issued in Official Records of the Security Council, Fifty-fourth Year, Resolutions and Decisions of the Security Council, 1999).
