١٠٤ - ورأى المجلس أنه بالنظر إلى مدة الخدمة القصيرة نسبيا لمعظم اﻷفراد العسكريين المقدمين دون مقابل في إدارة عمليات حفظ السلام، باﻹضافة إلى الحاجة إلى الاحتفاظ بالذاكرة المؤسسية في بعض مهام الدعم الهامة. فإن النسبة المرتفعة للوظائف التي يشغلها اﻷفراد العسكريون المقدمون دون مقابل، ولا سيما في الرتبة الفنية في إدارة عمليات حفظ السلام، لا تؤدي إلى تشغيل اﻹدارة بشكل فعال ومتواصل.
