8- تدعو الدول الأعضاء وسائر المانحين إلى تقديم موارد خارجة عن الميزانية لتلك الأغراض وفقا لقواعد الأمم المتحدة وإجراءاتها؛

(a) Work with a number of governments and other donors to review past national efforts, define donor roles in NAPs so as to avoid duplication, ensure the most efficient use of National Environmental Action Plans (NEAPs) and similar frameworks, and identify practical measures to combat desertification and mitigate the effects of drought.
)أ( العمل مع عدد من الحكومات وسائر المانحين على استعراض الجهود الوطنية الماضية، وتحديد أدوار المانحين في برامج العمل الوطنية من أجل تفادي الازدواجية، وتأمين الاستخدام اﻷكثر فعالية لخطط العمل البيئية الوطنية وما شابه ذلك من أطر، وتحديد التدابير العملية لمكافحة التصحر والتخفيف من آثار الجفاف.

(b) The utilization of extrabudgetary funds held by UNOPS under trust funds, management services or other ad-hoc agreements with international financial institutions, Governments and other donors in accordance with the agreements concluded for such purpose;
)ب( استخدام اﻷموال الخارجة عن الميزانية والمحتفظ بها لدى المكتب في إطار اتفاقات الصناديق الاستئمانية أو الخدمات اﻹدارية أو الاتفاقات المخصصة اﻷخرى المبرمة مع المؤسسات المالية الدولية والحكومات وسائر المانحين وفقا للاتفاقات المعقودة لهذا الغرض؛
