The seminar offered an opportunity to address major contemporary challenges to the realization of democracy and the rule of law from the human rights perspective - including the management of internal disorder, emergencies and conflicts; impunity; corruption; and access to justice by the disadvantaged groups - and contributed to the dissemination of the existing expertise in these areas.

55. Reference is made to the report of OHCHR on the outcome of the panel discussion on common challenges facing States in their efforts to secure democracy and the rule of law from a human rights perspective, held at the twenty-third session (A/HRC/24/54) (see paragraph 27 above).

Ensure adequate means and resources are provided to the institutions responsible for the administration of justice and rule of law so as to facilitate a necessary improvement in access to justice, including the provision of legal aid services;

b. International assistance to Timor-Leste in the justice and rule of law sector in order to strengthen the capacity of relevant institutions to prosecute the serious crimes committed in 1999, as requested by the Government of Timor-Leste;

OHCHR has strengthened its own in-house capacities in the field of justice and the rule of law through the establishment of a Rule of Law and Democracy Team which undertakes research and analysis, organizes expert seminars on related topics and supports OHCHR activities at the country level in the administration of justice and rule of law sectors.
وقد طورت المفوضية قدراتها الذاتية الداخلية في مجال العدل وسيادة القانون من خلال إنشاء فريق معني بسيادة القانون والديمقراطية، يتولى إجراء أبحاث وتحليلات، وتنظيم حلقات دراسية للخبراء بشأن مواضيع ذات صلة، ودعم أنشطة المفوضية على الصعيد القطري فيما يتعلق بمجالي إقامة العدل وسيادة القانون.

The Council stresses the importance and urgency of the restoration of justice and the rule of law in post-conflict societies, not only to come to terms with past abuses, but also to promote national reconciliation and to help prevent a return to conflict in the future.
ويشدد المجلس على الطابع الهام والعاجل لاستتباب العدالة وسيادة القانون من جديد في المجتمعات التي تمر بمرحلـــة ما بعد الصراع، ليس فقط لتجاوز المظالم التي وقعت في الماضي، بل كذلك لتعزيز المصالحة الوطنية والمساعدة على منع اندلاع صراعات في المستقبل.

The Ministers reaffirmed that dialogue among cultures, civilisations and religions should be a durable process and that, in the current international environment, it is not an option but an imperative, sound and productive tool to promote economic and social development, peace and security, and human rights and the rule of law in guaranteeing a better life for all.
23 - وأعاد الوزراء التأكيد على أن الحوار بين الثقافات والحضارات والديانات عملية ينبغي أن تكون دائمة، وأنه في ظل البيئة الدولية الراهنة لا يعتبر هذا الحوار خيارا بل أداة ضرورية وسليمة ومثمرة تتوخى النهوض بالتنمية الاقتصادية والاجتماعية والسلم والأمن وحقوق الإنسان وسيادة القانون من أجل ضمان حياة أفضل للجميع.
