In 2010, the Special Rapporteur on torture and other cruel, inhuman or degrading treatment or punishment noted with satisfaction Nigeria's ratification of OP-CAT and encouraged the Government to promptly establish an independent and effective national preventive mechanism in full accordance with OP-CAT.

69. The Special Representative considers the establishment and operation of an independent and effective national Human Rights Commission as the principal focus of his mandate.
٩٦- ويرى الممثل الخاص أن إنشاء وتشغيل لجنة وطنية مستقلة وفعالة لحقوق الانسان هو أهم المحاور التي تركﱢز عليها ولايته.
