6. The functions of the GM should go beyond the tasks listed in Article 21, paragraph 5.

At its tenth session, the INCD adopted decision 10/3 which approved, with the exception of one paragraph, a text on the functions of the Global Mechanism and the criteria for selecting an institution to house it.

During its tenth session, to be held in January 1997, the Intergovernmental Negotiating Committee should attempt to reach an agreement on the functions of the Global Mechanism and identify an organization to house the mechanism and the permanent secretariat.
٥ - وذكر أنه ينبغي للجنة التفاوض الحكومية الدولية أن تحاول، خلال دورتها العاشرة التي ستنعقد في كانون الثاني/يناير ١٩٩٧، التوصل إلى اتفاق بشأن وظائف اﻵلية العالمية وتعيين منظمة ﻹيواء اﻵلية واﻷمانة الدائمة.

(ii) The main characteristic of the host organization should be its capacity to perform the functions of the GM, which only the Conference of the Parties can determine.
`٢` ينبغي أن تتمثل أهم خاصيات المنظمة المضيفة في قدرتها على أداء وظائف اﻵلية العالمية التي يقوم مؤتمر اﻷطراف دون سواه بتحديدها.

Although this function is listed last among the functions of the GM, it assumes a critical importance, as it should enable the COP to assess progress in the mobilization of funds for the CCD and in the related functions of the GM.
