33- وعقب اعتماد مشروع المقرر الوارد في الوثيقة ICCD/COP(11)/L.19، أدلى ممثل جمهورية أرمينيا (باسم البلدان الأطراف المشمولة بالمرفق الخامس) ببيان ذكر فيه أن هذا المقرر لا يراعي مصالح الدول الأعضاء المشمولة بالمرفق الخامس، وهي بلدان تواجه ظروفاً خاصة خارج نطاق المناطق القاحلة.
