The intention is to destroy lives and livelihoods, to instil fear or permanent harm through killing, maiming, summary executions, torture, rape and other forms of sexual violence, abductions, arbitrary detention and forced displacement and, through the destruction of dwellings and infrastructure, to make sure there is no return.
