Viet Nam noted with satisfaction the results of the ad hoc expert group meeting on developing a methodology for assessing the consequences incurred by third States, and appreciated the working papers presented by the delegations of the Russian Federation and the Libyan Arab Jamahiriya on the question of sanctions.

109. Ms. Di Felice (Venezuela) said that her delegation had abstained in the voting because, like the delegations of the Russian Federation and Peru, it believed that the draft resolution dealt with the human rights situation in Kosovo as if the latter were not part of a sovereign State.
