III. Global Ministerial Environment Forum and the Environmental Management Group 1999: enhancing environmental collaboration and coordination

At the governance level, UNEP was playing an active role in advocating for and strengthening the environmental dimension in inter-agency and programme discussions within the United Nations through active participation in the Chief Executives Board for Coordination, the United Nations Development Group, the Advisory Group and the Environmental Management Group.

The Secretariat of the Governing Bodies (intergovernmental relations), the Major Groups and Stakeholders Branch (relationship with major groups) and the Environment Management Group (inter-agency relations) also form part of the team.

In this regard, UNEP and the Environment Management Group have already developed guidelines for product specifications for, among other things, office furniture and office supplies such as paper and stationery, cleaning products, information technology equipment and vehicles which encompass sustainable criteria when buying those selected commodities, and the United Nations Office for Project Services (UNOPS) has developed a guide on eco-labels.

United Nations system organizations and coordinating mechanisms, such as CEB, the Environmental Management Group and the United Nations Development Group, have made considerable progress in strengthening the United Nations system support in that regard by enhancing policy coordination across environmental activities; mainstreaming the environmental dimension across all system activities; and addressing issues of environmental governance.

In light of the above, the Inspectors are of the view that the Secretary-General, acting as Chairman of the CEB, should ensure that the organizations, with the support of UNEP and the EMG, should establish clear criteria for implementing and evaluating their efforts to achieve the goals of the Strategy for a climate-neutral United Nations taking into account the core mandate and the nature of the activities they carry out.
