١١١- السيد جانغ ييشان )الصين(: قال ان التقرير السنوي لعام ٨٩٩١ أعطى معلومات مفصلة عن عملية التحويل وفقا لخطة اﻷعمال.

Regarding the programme and budgets for the biennium 2000-2001, he noted that the Director-General’s proposals were based on the programmatic and administrative activities of UNIDO as updated in accordance with the Business Plan and were aimed at enhancing the Organization’s transparency and increasing the effectiveness of its work.
٩١- وفيما يتعلق بالبرنامج والميزانيتين لفترة السنتين ٠٠٠٢-١٠٠٢، لاحظ أن اقتراحات المدير العام تستند الى أنشطة اليونيدو البرنامجية والادارية على النحو الذي حُدّثت به وفقا لخطة اﻷعمال كما تهدف الى تعزيز شفافية المنظمة وزيادة فعالية عملها.

In the implementation of its reform, UNIDO’s operations and activities should be refocused and the organizational structure of the Secretariat further streamlined in accordance with the Business Plan.
٥ - ومضى قائلا انه ينبغي في تنفيذ عملية الاصلاح ، أن يعاد تركيز عمليات وأنشطة اليونيدو ، مع مزيد من التبسيط في الهيكل التنظيمي ﻷمانة المنظمة وفقا لخطة اﻷعمال .

The Group welcomed the efforts of the Secretariat and the Director-General to consolidate the UNIDO field programme in line with the Business Plan.
٠٧ - عبر عن ترحيب المجموعة بما يبذله المدير العام واﻷمانة من جهود لتوحيد البرنامج الميداني لليونيدو وفقا لخطة اﻷعمال .

These services are delivered in three ways: as comprehensive packages, single-module and special ad hoc services, in line with the Business Plan.

It believed that the continuing improvement of the Organization’s structure and activities in accordance with the Business Plan would strengthen the coherence and effectiveness of UNIDO, enabling it to fully meet its objective of serving the needs of its Member States, and to reassert its special role within the family of United Nations organizations.
وتعتقد كرواتيا أن مواصلة التحسين في هيكل المنظمة وأنشطتها وفقا لخطة اﻷعمال من شأنه أن يعزز تماسك وفعالية اليونيدو ، مما يمكنها من الوفاء تماما بهدف خدمة احتياجات دولها اﻷعضاء ، ولاعادة تأكيد دورها الخاص في اطار أسرة منظمات اﻷمم المتحدة .

Maintaining that balance depended on the efficiency and conscientiousness of staff vested with new powers; careful monitoring of the process would be required and any staff found unable to fulfil their new responsibilities in accordance with the Business Plan should be redeployed.
وقالت ان المحافظة على هذا التوازن يعتمد على كفاءة ووعي الموظفين الذين تناط بهم الصلاحيات الجديدة وأن من المطلوب أن ترصد عملية التوازن بحذر ، ودعت الى وجوب نقل أي موظف يتبين أنه لا يؤدي مسؤولياته الجديدة وفقا لخطة اﻷعمال .

This post has been established to support the Director-General in ensuring, in accordance with the Business Plan, the geographical focus of UNIDO activities relating to Africa and in strengthening the coordination of UNIDO policies and strategies for the effective delivery of services to African countries.

" ٢ - يطلب الى المدير العام أن يبدأ مشاورات مع اليونسكو والحكومة الايطالية من أجل مواصلة اﻷنشطة والمشاريع الجارية وكذلك المشاريع المعتمدة التي تنتظر التنفيذ ، ومن أجل تطوير التعاون المستقبلي في ميدان التكنولوجيا الصناعية وفقا لخطة اﻷعمال ؛

2. 9. In terms of regional and country priorities, the revised MTPF will emphasize UNIDO’s support to African countries and least developed countries and, in this context, will introduce special mechanisms to ensure an adequate geographical concentration of UNIDO activities in accordance with the Business Plan.

The Conference requested the Director-General to initiate consultations with the United Nations Educational, Scientific and Cultural Organization (UNESCO) and the Government of Italy in order to continue the ongoing activities and projects as well as approved pipeline projects and to develop future cooperation in the field of industrial technology, in accordance with the Business Plan.
وطلب المؤتمر الى المدير العام أن يبدأ مشاورات مع منظمة اﻷمم المتحدة للتربية والعمل والثقافة )اليونسكو( وحكومة ايطاليا من أجل مواصلة اﻷنشطة والمشاريع الجارية ، وكذلك المشاريع المعتمدة التي تنتظر التنفيذ ، ومن أجل تطوير التعاون المستقبلي في ميدان التكنولوجيا الصناعية ، وفقا لخطة اﻷعمال .

2. In resolution GC.7/Res.11, the General Conference in December 1997 requested the Director-General to develop and implement, in consultation with Member States, a final proposal for country coverage and location of country and subregional field offices, based on objective criteria, in accordance with the Business Plan, and on the work of the ad hoc open-ended working group on issues related to field representation.
٢ - وكان المؤتمر العام قـد طلب ، في قراره م ع-٧/ ق-١١ ، في كانون اﻷول/ديسمبر ٧٩٩١ ، الى المدير العام أن يعمد بالتشاور مع الدول اﻷعضاء الى صوغ مقترح نهائي بشأن التغطية القطرية للمكاتب الميدانية القطرية ودون الاقليمية وموقعها استنادا الى معايير موضوعية ، وفقا لخطة اﻷعمال ، واستنادا الى أعمال فريق عامل مفتوح العضوية مخصص للمسائل ذات الصلة بالتمثيل الميداني .

Among the mandates contained in resolution GC.7/Res.11 was a request for the Director-General to develop and implement, in consultation with Member States, a final proposal for country coverage and location of country and subregional field offices, based on objective criteria, in accordance with the Business Plan, and on the work of the ad hoc open-ended working group on issues related to field representation.
كان من بين الولايات الرسمية الواردة في القرار م ع-٧/ق-١١ طلب موجه الى المدير العام بأن يعمل ، بالتشاور مع الدول اﻷعضاء ، على صوغ وتنفيذ مقترح نهائي بشأن التغطية القطرية وتحديد مواقع المكاتب القطرية ودون الاقليمية ، استنادا الى معايير موضوعية ، وفقا لخطة اﻷعمال ، وكذلك الى عمل الفريق العامل المفتوح العضوية المخصص للمسائل ذات الصلة بالتمثيل الميداني .

With the streamlining and refocusing of the Organization in accordance with the Business Plan, the functions of the former IDDA Coordination Unit have been primarily amalgamated into the Africa and LDCs Bureau, whose terms of reference cover essentially activities related to the IDDA/AAI programme, with special focus on LDCs.
٦ - مع تبسيط المنظمة واعادة تحديد مجالات تركيزها وفقا لخطة اﻷعمال ، ادمج معظم وظائف وحدة التنسيق لعقد التنمية الصناعية الثاني ﻷفريقيا ، بعد الغاء تلك الوحدة ، في مكتب افريقيا وأقل البلدان نموا ، الذي تشمل اختصاصاته أساسا اﻷنشطة ذات الصلة ببرامج عقد التنمية الصناعية الثاني ﻷفريقيا/التحالف من أجل تصيع أفريقيا ، تركيز خاص على أقل البلدان نموا .

Regarding field representation (agenda item 8), his delegation had studied the report contained in document IDB.19/11 and requested the Director-General to continue to develop, in consultation with Member States, a proposal for country coverage and location of field offices based on the agreed objective criteria in accordance with the Business Plan the and work of the ad hoc working group on issues related to field representation.
٠٤ - وفيما يتعلق بالتمثيل الميداني )البند ٨ من جدول اﻷعمال( ، قال ان وفده قد درس التقرير المتضمن في الوثيقة IDB.19/11 وطلب الى المدير العام مواصلة صوغ مقترح ، بالتشاور مع الدول اﻷعضاء ، بشأن مدى التغطية القطرية للمكاتب الميدانية وتحديد أماكنها وذلك استنادا الى معايير موضوعية متفق عليها ، وفقا لخطة اﻷعمال ولعمل الفريق العامل المخصص المعني بالمسائل المتعلقة بالتمثيل الميداني .

The continued support of Member States through the timely payment of assessed contributions in full will permit the Organization to implement its programmes in line with the Business Plan and programme and budgets, 1998-1999.
٣ - ان دعم الدول اﻷعضاء المستمر للمنظمة بتسديدها اشتراكاتها المقررة بالكامل وفي حينها سوف يتيح للمنظمة تنفيذ برامجها وفقا لخطة اﻷعمال والبرنامج والميزانيتين ، ٨٩٩١-٩٩٩١ .

In addition to facilitating more pro-active programme development in line with the Business Plan and a stronger position for mobilizing co-financing from a variety of sources, it will dramatically speed up the project cycle and decrease the cost both to UNIDO and donors.
وعلاوة على تيسير الاعداد اﻷكثر ايجابية للبرامج وفقا لخطة اﻷعمال وتيسير اتخاذ موقف أقوى لتعبئة تمويل مشترك من جانب مجموعة متنوعة من المصادر فانها ستسرع بصورة هائلة دورة المشروع وتخفض التكاليف بالنسبة الى اليونيدو والى المانحين على حد سواء .
