2- تتخذ الدول الأعضاء في أيَّةِ منظمة من هذا القبيل التي تكون دولا أطرافا في هذه الاتفاقية جميع الخطوات المناسبة كيما تضمن قيام المنظمة بإصدار إعلان وفقا للفقرة السابقة.
