The final draft of the guiding principles on extreme poverty and human rights, submitted by the Special Rapporteur on extreme poverty and human rights, Magdalena Sepúlveda Carmona (A/HRC/21/39), wisely defines extreme poverty as " the combination of income poverty, human development poverty, and social exclusion " .

While income and human development poverty focus on individuals, implying deprivation owing to lack of income or failure to achieve a certain level of human development, social exclusion focuses on social relations, thereby implying deprivation because of membership of a certain social group whose interaction with other groups causes that deprivation.
29- وفي حين يركِّز مفهوما فقر الدخل وفقر التنمية البشرية على الأفراد، بما ينطويان عليه من حرمانٍ راجعٍ إلى انعدام الدخل أو العجز عن تحقيق مستوى معيَّن من التنمية البشرية، يركِّز مفهوم الاستبعاد الاجتماعي على العلاقات الاجتماعية، ليدلَّ ضمناً على الحرمان بسبب الانتماء إلى فئاتٍ اجتماعية معينة يسفر تفاعلها مع فئاتٍ أخرى عن نشوئه.

The social inclusion process initiated by the European Union in 2000 provides a strong example whereby the concept of social exclusion has been expanded to include the other elements of extreme poverty (income poverty and human development poverty) in the European Union development discourse to make a significant impact on eradicating poverty in the region by 2010.
وتُعدُّ عملية الإشمال الاجتماعي التي بدأها الاتحاد الأوروبي في عام 2000 مثالاً جليّاً على توسيع نطاق مفهوم الاستبعاد الاجتماعي ليشمل عناصر الفقر المدقع الأخرى (فقر الدخل وفقر التنمية البشرية) في الخطاب الإنمائي للاتحاد الأوروبي من أجل التأثير على نحوٍ ملموس في مسألة استئصال شأفة الفقر في المنطقة بحلول عام 2010.
