The effectiveness of humanitarian work, however, is not simply a matter of capacity; it also depends on the relevance of Member State dialogue, the focus and strength of intergovernmental resolutions and the ability of the United Nations system to " operationalize " such resolutions in terms of activities on the ground.

98. With regard to ways to enhance the capacity of the Organization and of the United Nations system to support the ongoing follow-up to the Conference in the most integrated and effective way, including human and financial requirements, a number of developments can be reported.

It would also be helpful if the inquiry report addressed such issues as the source of applicable rules of international criminal law by which to assess the evidence and that it recommend alternative procedures for establishing potential accountability on the part of individuals and political actors, especially with respect to the responsibility and capacity of the United Nations system.

63. The Department continued to address the psychosocial needs of United Nations personnel and to enhance the operational readiness and capacity of the United Nations system regarding critical incident stress management.

Third, there was a need to strengthen the ability of the United Nations system to provide an intellectual forum for discussion of the social, ethical and developmental dimensions of new communication technologies and to ensure the system's capacity to respond to the development demands of member States through organs such as the International Programme for the Development of Communication.
